Description
•1. Description The Naval Air Warfare Center Aircraft Division's (NAWCAD) Avionics, Sensors and E*Warfare Department is seeking information to help position and inform the naval aviation community on resources that may be available in 5-20 years to contribute to the Intelligence, Surveillance, and Reconnaissance (ISR) capability of the naval aviation community. We are interested in initiating dialog with industry for establishing a robust and ongoing exchange of ideas with the result being a faster, more agile adaptation of the warfighter's ISR capability in response to our adversaries' rapidly changing capabilities. To this end, industry is invited to brief their advanced R&D, planning, and strategic developments across the spectrum of ISR technologies and techniques that might be viable in 5-20 years to contribute to the rapidly changing needs of the ISR mission. In addition to NAWCAD scientists, engineers, and leadership, personnel from NRL, ONR, ONI, NGA, and other U. S. Government agencies will be invited to attend. •2. Disclaimer THIS IS A REQUEST FOR INFORMATION ONLY. THERE IS NO SOLICITATION PACKAGE AVAILABLE. This RFI is issued solely for information and planning purposes and is issued in conformance with DFARS PGI 206.302-1; it does not constitute an Invitation for Bid (IFB), a Request for Proposal (RFP), or a Request for Quote (RFQ). This RFI does not commit the Government to contract for any supply or service whatsoever. Further, the Navy is not seeking proposals now and will not accept unsolicited proposals. The U.S. Government will not pay for any information submitted in response to this RFI nor will it pay for any administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party's expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. If a solicitation is released, it will be synopsized on the Federal Business Opportunities (FedBizOpps) website. It is the responsibility of potential offerors to monitor this site for additional information pertaining to this requirement. •3. Requested Information Recognizing that the nature of warfare is changing at a rapid pace and in unpredictable directions, we are interested in hearing industry's views on where and how technology can and should be used in the ISR mission. Briefs that focus on a single technology or capability are discouraged now but may be requested in the future. We are looking for comprehensive briefs that touch on not only traditional ISR technologies but also emerging technologies and technologies that use spectrum not traditionally used. We are particularly interested in what industry sees happening at the intersection of these technologies and what can be done by aggregating the information gathered by this technology. We are interested how all forms of intelligence, such as HUMINT, pattern of life, and open source information, can be incorporated to form a more informative picture of the battle space. The universe of ISR technologies/capabilities we hope industry will address includes, but is not limited to: Human Intelligence (HUMINT), Geospatial Intelligence (GEOINT), Measurement and Signature Intelligence (MASINT), Open source Intelligence (OSINT), Signals Intelligence (SIGINT), Technical Intelligence (TECHINT), Cyber Intelligence/Digital Network Intelligence (CYBINT/DNINT), and all subcategories of the above disciplines. We recognize that detailed coverage of the above is unrealistic for read-ahead material and an initial meeting but we request that material provide the breadth and depth of coverage, both technical and operational, to instill confidence that the initial discussion, and future discussions, will have merit. It is envisioned and hoped that these briefings/dialogs become a recurring event. •4. Responses Interested parties are requested to submit read-ahead material via email or secure delivery to: John.J.Toner@Navy.smil.mil. The read-ahead material should contain sufficient detail to ascertain the value of scheduling a follow-on briefing. The read-ahead material is limited to ten (10) pages total in either MS Word or Power Point format not including a single page cover letter. Companies will be contacted to arrange for a time to meet if the read-ahead material warrants. Companies must possess the depth and breadth of knowledge and skill in the ISR arena, or be partnered such that the aggregate partnership spans the ISR arena, to participate. Read-ahead material shall be classified no higher than SECRET. Briefing material and discussion presented at a scheduled meeting shall be classified no higher than TOP SECRET. With the response, include a point of contact, phone number, e-mail address, website information, DUNS Number, CAGE Code, and Business Size Status for the North American Industry Classification System (NAICS) code of this RFI. The government intends to use support contractors in the review of responses and during the interactions with industry. Responders are requested to provide Non-Disclosure Agreements (NDA)/Proprietary Data Protection Agreements (PDPA) if you require these for our support contractors to sign and return. Read-ahead material must be accompanied by signed NDAs/PDPAs (preferred) or marked appropriately for review by government support contractors. The intent is to allow the free exchange of information between the government, with its support contractors, and industry. All responses should be received no later than 3:00 PM Eastern, 21 November 2017. Questions Questions regarding this announcement shall be submitted via e-mail to Paul.Reimel@navy.mil address. SUMMARY THIS IS A REQUEST FOR INFORMATION (RFI) ONLY to solicit information to help inform the Naval Aviation Community on advances in ISR technology, techniques, and CONOPS in the 5-20 year timeframe. The Navy has not made a commitment to procure any of the items discussed, and release of this RFI should not be construed as such a commitment or as authorization to incur cost for which reimbursement would be required or sought. All submissions will be kept proprietary and be used for official government use only. Materials submitted under this RFI will not be returned.
