Page 2 of 2 Special Notice Request for Information Only The Department of Veterans Affairs, NCO20 is looking for sources of the following. STATEMENT OF WORK/SALIENT CHARACTERISTICS Department of Veterans Affairs Seattle VA Medical Center Overview: Seattle VAMC requires Prospective contractors to provide the following Sleep Fragmentation Chamber. Brand Name or Equal per FAR 52.211-6 Brand Name or Equal to Lafayette Instrument Company CLIN 001 4 EA 80391 SLEEP FRAGMENTATION CHAMBER Objective: Our objective is to provide Seattle VAMC with necessary equipment to provide the best care for our veterans. Salient Characteristics The Government requires the following characteristics to be met: The chamber must maintain an animal environment that is virtually identical to that used in its original home cage Chamber. The chamber must not have a divider wall. The chamber must employ a sweeping bar to disrupt rodent sleep. Other methods are less desirable. The chamber s living environment must be independent of the drive mechanism to reduce noise and to allow for easy cleaning. The chamber s sleep disrupting cycle time selector must include a variety of different cycle times. A continuous sweep cycle must be available and take no more than 10 seconds. The chamber should have a selectable inter-sweep cycle that starts at 0.25 minutes (15 seconds) and is adjustable up to 30 minutes. The chamber should have optional capacity to remotely initiate sweeps. Suitable for both rats and mice undergoing sleep deprivation or fragmentation This is not a request for competitive quotes; however, any firm that believes it can meet these requirements vendor may give written notification to the Contracting Officer within 7 days from the date of the publication of this synopsis. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Only authorized representatives of the manufacturer will be considered. Equipment must be new, no used or refurbished equipment accepted. Responses are due by 11/10/2017 1:00 pm EST. In accordance with FAR and VAAR Part 8 and/or 13, this notice document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-95, 19 Jan 2017.
