Description
NOTICE OF INTENT TO SOLE SOURCE The Department of Veterans Affairs VISN 2 VA Upstate/Western New York Health Care System intends to award a sole source contract under the authority of 41 U.S.C 253(c) (1) - FAR 6.302-1 {Only one responsible source and no other supplies or services will satisfy agency requirements} to Computrition, Inc. for Computrition s annual software, licensing and subscription renewal. This action will result in a Firm-Fixed Price contract. The place of performance(s): Station# Medical Center Address 528A8 Albany VA Medical Center 113 Holland Avenue Albany, NY 12208 528A6 Bath VA Medical Center 76 Veterans Avenue Bath, NY 14810 528A7 Syracuse VA Medical Center 800 Irving Avenue Syracuse, NY 13210 This notice of intent is NEITHER a solicitation announcement NOR a request for competitive quotes and DOES NOT obligate the Government to award a contract.   Requests for quotes will NOT receive a response.   Responses to this Notice of Intent must be received in writing.   Verbal responses will NOT be accepted NOR considered. Respondents should submit information by e-mail (preferred) to Jemeek.Morris@va.gov in MS Word or Adobe Portable Document Format (PDF). Responses can also be sent via mail to Dept. of Veterans Affairs, VA Hudson Valley HCS, FDR Campus, 2094 Albany Post Rd, Bldg. 29, RM 338, Box 29-2, Montrose, NY 10548-0100 The purpose of this Notice of Intent is to conduct market research to make appropriate acquisition decisions and to gain knowledge of potential qualified businesses or confirm there are no other businesses who can provide the competing goods and services sought in this notice.  Responses to this Notice of Intent shall include: Company Name Address Point of contact Phone, fax, and email DUNS number Cage Code Tax ID Number Socioeconomic Status: Service Disabled Veteran Owned Small Business Veteran Owned Small Business 8(a) HUB Zone Women Owned Small Business SBA Certified Small Disadvantaged Business SBA Certified 8(a) SBA Certified HUB-Zone Small Business Must provide a capability statement that addresses the organizations qualifications and ability to perform as a contractor for the work described below: Description: The VISN 2 VA Upstate/Western New York Health Care System is seeking to identify potential sources that can provide Computrition s annual software, licensing and subscription renewal to support its Computrition food operations management and nutrition care management software currently in use at the Albany, Syracuse, and Bath VA Medical Centers. Please see the attached STATEMENT OF WORK for additional details. Responses to this inquiry is must meet or exceed all of the specifications in the SOW. Please provide a capabilities statement and exactly what you can provide in comparison to the SOW. Please include specs (if possible). The North American Classification System (NAICS) code for this acquisition is 511210 SOFTWARE PUBLISHERS; Size Standard 38.5 Million. Interested parties may express their interest by providing a capabilities statement NO LATER THAN Friday, November 10, 2017 at 4:30PM EST. The capabilities statement must provide clear and unambiguous evidence to substantiate the capability of the party to provide the required equipment. A determination not to compete this proposed contract upon responses to this notice is solely within the discretion of the Government. When responding to this announcement, be sure to refer to Announcement 36C24218Q0083. If after November 10, 2017, no viable responses have been received in response to this announcement, Department of Veterans Affairs shall negotiate solely with Computrition, Inc. The Government anticipates the award of a firm-fixed- price contract. A determination by the Government whether to compete this proposed requirement based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competition. PLEASE NOTE: All vendors/contractors who provide goods or services to the United States Federal Government must be registered in the System Award Management (SAM) located on the web at www.sam.gov. It is desirable that any Offeror to have completed their business Online Representations and Certifications Application (ORCA). Additionally, all Service Disabled Veteran Owned Businesses or Veteran Owned Businesses who respond to this announcement must be registered with the Department of Veterans Affairs Center for Veterans Enterprise VetBiz Registry located at https://www.vip.vetbiz.gov/.
