- PRE-SOLICITATION NOTICE Provide all labor, material, equipment, transportation, and supervision required for Maintenance Dredging at U.S. Coast Guard Station Indian River Inlet; 39373 Inlet Road; Rehoboth Beach, Delaware 19971. Major work items include: Perform before and after soundings of channel entrance and moorings area to be dredged by a Coast Guard approved registered surveyor. Perform all sediment testing and analysis in accordance with the Jones Crossroads Landfill guidelines and requirements. The contractor is responsible for all coordination, including sediment sampling, laboratory testing, applications and agreements, and expenses associated with the transport and use of this disposal facility. Provide and install a temporary turbidity barrier in the waterway around the dredging operations. Dredge the channel entrance and mooring area to the limits and cross sections shown in the contract documents (-9 ft below Mean Low Water). Dredging shall be performed using mechanical dredge (clamshell bucket or excavator). Dredge materials shall be deposited onto trucks for transportation to Jones Crossroads Landfill, 28560 Landfill Lane, Georgetown, Delaware 19947. The total estimated amount of material to be removed from within the specified limits is 600 cubic yards. The contractor shall be paid for additional cubic yards of dredge material needed to achieve project depth requirements. Additional dredging quantities shall be determined by "before and after" soundings. No over dredge is allowed or permitted for this project. Temporary moorings: Provide temporary moorings at the Indian River Marina. The temporary moorings shall have a duplex electrical service receptacle (100 amp, 120-volt, single phase shore tie) and a water faucet (hose bib type) and able to accommodate (2) 47-foot Motor Lifeboat (MLB). The length of stay at the temporary moorings shall be for the duration of the site work of the Contractor at the unit. MORITORIUM: Dredging activities cannot be performed between the dates of March 1 and September 30, as stipulated in the DNREC and USACE permits. Period of performance is 77 DANTP. This procurement is estimated between $250,000 and $500,000. This procurement is a Total Small Business Set-Aside The applicable NAICS is 237990 with a Small Business Size Standard of $36.5M.
