Page 1 of 2 The Department of Veterans Affairs (VA), VISN 8, in accordance with FAR 6.302-1 (Only one responsible source and no other supplies or services will satisfy agency requirement) intends to award a sole source SERVICES contract to Donald C. Miller & Associates, Inc. (DM&A) a verified, veteran owned small business (VOSB) to provide designing, planning, implementation, and training for Enhanced Dining System to the C.W. Bill Young VA Health Care System (VAHCS), Bay Pines, FL 33744. The VA has determined that this procurement should be issued as a sole source due to the vendors past performance and successful completion of similar requirements for other VA facilities. This procurement is to implement a quality enhanced dining system model (room service) at the C.W. Bill Young VA Medical Center (Bay Pines) that will allow residents to make appropriate choices on what to eat as close to meal time as possible. Bay Pines is configured as a campus where the buildings are not within close proximity of one another indicating that Bay Pines has many site complexities that other medical centers do not have to contend with. The vendor shall develop all necessary standard operating procedures (SOP) for the enhanced style dining system to comply with all Bay Pines VAHCS and applicable regulatory agency policies and guidelines. Enhanced style dining will be room service in Building 100, cafeteria service in Domiciliary, Building 102, cafeteria and tray service to patient rooms in Community Living Center (CLC), and in Building 71 and 101, and cafeteria and tray service to the Mental Health Building. The vendor shall develop new menus and recipes including up to date nutrition information. Develop staffing plan and workflows for all positions in all buildings throughout the Bay Pines campus. Develop staffing plan and workflows for receiving, storage, distribution of food for all buildings, and write new training manuals for the entire food service department. The vendor will also consult for 12 months after initial implementation and shall be available via phone, text, and email when not on site. The vendor will be on site an estimated 52 days during the span of the contract. A firm fixed price contract with no option years is anticipated and shall be awarded. It is the Government's belief that only the proposed candidate possesses the required capabilities to successfully meet this requirement. It is the Government's intention to solicit and negotiate with only this source. This notice of intent is not a request for competitive quotes. It is not a solicitation or request for offers; THIS IS A NOTICE OF INTENT TO SOLE SOURCE. No solicitation package is available.   Responses received will be evaluated, however a determination by the Government not to compete the proposed procurement based on responses to this notice is solely within the discretion of the Government.   Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government and clearly indicate that the respondent is capable of successfully fulfilling the requirement. No mail, email, or telephone inquiries with questions will be accepted.     If no responses are received, the Government will proceed with the award.   The Government will not be responsible for any costs incurred by responding to this notice.
