- Solicitation Attachment 1 The Library of Congress National Library Service for the Blind and Physically Handicapped (NLS) requires contractor support to provide, as mandated by 2 U.S.C. 135a, reading materials in recorded and braille formats to U.S. residents who are unable to use conventional print materials because of visual and physical limitations. Reading materials are reproduced and distributed under an exception to the U.S. Copyright Law called the Chafee Amendment, 17 U.S.C. 121. Each year, more than 23 million books and magazines are produced by contractors for NLS, and are distributed to a readership in excess of 500,000 through a network of over 85 regional and sub-regional libraries. These libraries are operated by states, municipalities, and other agencies. In addition, books are distributed to schools, multi-state centers, and veterans' hospitals throughout the nation and U.S. territories. All services and products are funded by the U.S. Congress through NLS and are and shipped free to patrons in the continental U.S. under the U.S. Postal Service Free Matter for the Blind and Physically Handicapped regulation. The contractor shall record audio magazines and provide a digital talking book (DTB) version of the magazine in accordance with NLS Specifications #304, #900, #1202, #1204, #1205, and #1206, which are incorporated herein and made a part of this solicitation and any resulting contract. NLS specifications may be found at http://www.loc.gov/nls/specs/. Magazines are distributed on a weekly, monthly, bi-monthly or quarterly schedule, and catalogs, bibliographies, and newsletters are distributed on an annual, quarterly or bi-monthly schedule. The Library intends to issue multiple IDIQ contracts with firm fixed-price orders in response to this Request for Proposals. See attached solicitation for more information.
