Description

The National Cemetery Administration is soliciting offers under Solicitation No. VA786-17-R-0864 for Grounds Maintenance at Quincy National Cemetery in Quincy, IL. The contractor shall furnish all labor, supervision, materials, supplies, tools and equipment required to perform the following work: Seasonal Mowing, trimming and edging; Grounds clean up; Leaf mulching; Fertilizer and Pre and Post-emergence herbicide applications; Nutsedge herbicide applications; Core aeration and Overseeding of burial area; Mole control; Cleaning headstones; Lowering/raising flag; Snow removal and Grub control. Work shall be performed in strict accordance with all terms, conditions, specifications, schedules and drawings. Performance shall be in accordance with the requirements, conditions, terms and representations contained in this solicitation, any pertinent OSHA Occupational and Safety regulations, VA and Federal Security regulations and policies, and any State and/or local regulations, laws and codes. Proposals will be evaluated and award will be made to the responsible offeror conforming to the solicitation, that award will be made on the basis of the lowest evaluated price of proposals meeting or exceeding the acceptability standards for non-cost factors per FAR 15. Only prices that are fair and reasonable shall be considered. Responsibility determination will be made in accordance with FAR 9.1 Responsible Prospective Contractors. Price will be evaluated on the basis of its realism and acceptability to the Government. Risk will be considered in all of these factors. This acquisition is 100% set aside for Service Disabled Veteran Owned Small Business (SDVOSB).   The NAICS Code is 561730.   Size standard is $7.5 Million.   Electronic solicitations will be available for download from http://www.fbo.gov on or about November 3, 2017 Responses to the solicitation are due by noon Eastern time on Tuesday November 28, 2017. Any amendments to the solicitation will also be available at www.fbo.gov.   Offerors are advised they are responsible for obtaining any amendments.   Information shall be submitted in the manner requested in FURTHER INSTRUCTIONS TO OFFERORS. Failure to submit all documentation required as required so may result in your submission being determined non-responsive and removed from further consideration.
