- SYNOPSIS Title: Program Management Support, Joint Base San Antonio (JBSA) Fort Sam Houston (FSH) Product or Service Code: R799 NAICS Code: 541611 This is a preliminary pre-solicitation synopsis. THIS IS NOT A FORMAL REQUEST FOR PROPOSAL. The 502d Contracting Squadron, Joint Base San Antonio (JBSA), Fort Sam Houston (FSH), TX. intends to issue a non-personnel service solicitation to provide Eleven (11) Full-Time Equivalent (FTE) personnel to provide support, assistance, advice, and/or provide training for the efficient and effective management and operation of the Academic Affairs Branch/Academic Support Section within Medical Education and Training Campus (METC). The contractor shall provide a variety of management and professional services. The contractor shall provide the Government the following FTE personnel: •- 1 FTE - Medical Illustrator to plan original visual treatments for training materials including computer-generated imagery, modeling, animation, rendering and various other multimedia formats for METC Training Programs. The illustrator shall interface directly with a variety of METC program staff and Academic Affairs staff. The Multimedia/ Educational Technology Section provides comprehensive technology services to incorporate relevant visual and audio instructional aids in curriculum development for forty-eight (48) enlisted medical training programs. •- 1 FTE - Instructional Systems Specialist (ISS) to support the curriculum development life cycle process of METC Training Programs in accordance with (IAW) Air Force, Army and Navy training requirements. The ISS shall interface directly with a variety of METC program staff and Academic Affairs staff. The Curriculum Development Section ensures comprehensive curriculum development lifecycle management for forty-eight (48) enlisted medical training programs. •- 2 FTE - Registrar Assistants to provide comprehensive support to the Registrar Section of METC Training Programs IAW Air Force, Army, and Navy training requirements. The Registrar Assistants shall interface directly with a variety of METC program faculty, staff and Academic Affairs staff. The Registrar Section ensures comprehensive student records management for forty-eight (48) enlisted medical training programs. •- 1 FTE Instructional Systems Specialist to work with the Faculty, Staff and Student Development (FS&SD) Section in a program that provides education and training services. The program encompasses providing education and training to active duty and reserve service members from all military services while assigned to METC. •- 2 FTE - Instructor Trainers to work with the FS&SD Section in a program that provides education and training services. The program encompasses providing education and training to active duty and reserve service members from all military services while assigned to METC. •- 1 FTE - Academic and Education Counselor to sustain an extremely complicated and complex program that provides Academic and Formal Education Counseling Services. The program encompasses providing academic and education counseling services to all active duty and reserve service members from all military services while assigned to METC. •- 1 FTE - Faculty Manager to work with the Academic Support Section with the management of the faculty database that maintains 920 instructor records and Academic Reporting Menu, in addition to managing the Instructor Evaluation program in METC. •- 2 FTE - Education and Training Technicians to collect, analyze, and evaluate faculty record data, and make sound recommendations based on findings. The technicians shall interface directly with a variety of METC program staff and Academic Affairs staff. The Faculty Credentialing Department monitors, enforces and ensures compliance with CCAF PPG in order to maintain an institutional affiliation status in good standing. The North American Industry Classification System (NAICS) code for this acquisition is 541611 Administrative Management and General Management Consulting Services with a small business size of $15,000,000.00. The applicable Federal Supply Code (FSC) is R799. The resulting contract will be a 100% Women Owned Small Business (WOSB) Set Aside. The government anticipates awarding a firm fixed price contract as a result of this solicitation. The Government anticipates issuance of Solicitation (FA3016-18-R-0011) on or about 25 November 2017. The Period of Performance (POP) is Base Year and four (4) option years. Any information related to solicitation will be available only via the Government Point of Entry, Federal Business Opportunities website at www.fedbizopps.gov. Registration in the System for Award Management at www.sam.gov is mandatory in order for a contract to be awarded. NOTE: The government will not entertain questions regarding this acquisition until issuance of the solicitation
