- SYNOPSIS Title: Strategic Planning and Partnering Support, Joint Base San Antonio (JBSA) Fort Sam Houston (FSH) Product or Service Code: R799 NAICS Code: 561110 This is a preliminary pre-solicitation synopsis. THIS IS NOT A FORMAL REQUEST FOR PROPOSAL. The 502d Contracting Squadron, Joint Base San Antonio (JBSA), Fort Sam Houston (FSH), TX. intends to issue a non-personnel service solicitation to provide Four (4) Full-Time Equivalent (FTE) personnel to provide guidance and functional expertise in strategic planning and partnering to the Medical Education Training Campus (METC) Commandant and staff in the areas of project management and performance metrics as follows. The contractor shall provide the Government the following FTE personnel: •- 1 FTE - Project Manager - must have Project Management Professional (PMP) certification. Excellent communication skills, ability to work with multiple functional areas and levels of expertise, ability to identify and mitigate risk, and extensive knowledge and experience with Microsoft (MS) Project are desirable •- 3 FTE - Data Analyst - At least One (1) analyst must demonstrate knowledge and skills in Structured Query Language (SQL) query development and scripting. At least Two (2) data analysts must possess knowledge and skills in creating, developing and designing performance measures utilizing Dundas Dashboard software. At least One (1) data analyst must be proficient in the development and scripting of MS Sharepoint lists and views. The North American Industry Classification System (NAICS) code for this acquisition is 561110 Office Administrative Service with a small business size of $7,500,000.00. The applicable Federal Supply Code (FSC) is R799. The resulting contract will be a 100% Women Owned Small Business (WOSB) Set Aside. The government anticipates awarding a firm fixed price contract as a result of this solicitation. The Government anticipates issuance of Solicitation ( FA3016-18-R-0015) on or about 25 November 2017. The Period of Performance (POP) is Base Year and four (4) Option Years. Any information related to solicitation will be available only via the Government Point of Entry, Federal Business Opportunities website at www.fedbizopps.gov. Registration in the System for Award Management at www.sam.gov is mandatory in order for a contract to be awarded. NOTE: The government will not entertain questions regarding this acquisition until issuance of the solicitation
