Description
Request for Information TITLE: Range Target Lifters THIS IS A REQUEST FOR INFORMATION FOR MANUALLY OPERATED TARGET LIFTERS. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. ANY REQUESTS FOR A SOLICITATION WILL NOT RECEIVE A RESPONSE. This Request for Information (RFI) is in support of market research being conducted by the Army to identify potential capable sources. BRIEF SUMMARY: This Request for Information (RFI) is being issued for Industry interest and feedback. BRIEF DESCRIPTION: The US Government has a need for 20 manually operated target lifters with pre-cast concrete mounting bases and stabilizer brackets for a known distance rifle range. Target lifters must be suitable for use in austere, expeditionary environment with minimal maintenance and logistic support capabilities. The target lifter must be manually-operated, with no need for batteries, electricity, pneumatic or hydraulic power. The lifter must be constructed of corrosion-resistant and weather-resistant materials. Wood is not permitted due to pervasive presence of termites and other wood-destroying insects at the range site. The lifter must function in all weather conditions, including high winds, heavy rains, and extreme heat. Mechanical parts must not require lubrication (oil or grease). Lifters must comply with MIL-STD882D in order to maximize safety of users and operators. All moving parts must include safety guards to prevent injury to personnel while the lifter is being operated. Lifters must fit into standard-height ISO (International Standards Organization) shipping container for ocean shipment and for storage during periods of non-use. Past experience with shipping target lifters indicates that loading lifters horizontally into a rack constructed within the container will prevent shifting and damage during shipment. The stated objectives and expected outcomes are as follows: The Contractor shall provide non-personal services to engineer, furnish, install, secure, test, and document a fully functional turn-key cabling infrastructure to the US Government. The capabilities package shall clearly present evidence that the interested party is fully capable of providing the aforementioned capabilities, and as such may contain any information that the interested party feels is relevant, such as past Government award contract numbers, with current Points of Contact information, etc. Responses shall not exceed ten (10) single-spaced pages including the cover sheet, 12-point, Times New Roman font, with at least 1" margins on all sides. The capabilities package can be either a Microsoft Word document or a Power Point presentation. The cover page shall include company name, address, points of contact including phone numbers and email addresses, DUNS Number and CAGE Code, and identify your firm's categories in accordance with NAICS 333999 (All Other Miscellaneous General Purpose Machinery Manufacturing). The anticipated required delivery date is 01 Feb 2018. Information herein is based on the best information available at the time of publication, is subject to revision, and is not binding on the Government. The Government welcomes all questions, comments, and clarifications that will assist in providing additional clarity and accuracy to the DRAFT Performance Work Statement and/or specifications. The Government will neither award a contract solely on the basis of this notice, nor pay for any information that is submitted by respondents to the RFI. The Government reserves the right to contact the submitting parties, on an as required basis, for further clarification on material provided. The Government will use the information received, and other market research to identify potential capable sources. The submission of this information is for PLANNING PURPOSES ONLY.
