Description
This sole source acquisition is to continue the U.S. Environmental Protection Agency (EPA) Region 2's Regional Oversight Contract IV (ROC-4) that provides technical support services to ensure environmental compliance of Federal Facilities, which is required by the Resource Conservation and Recovery Act (RCRA), its amendment in 1986 and 1992, and the Federal Facilities Compliance Act (FFCA). A class Justification for Full and Open Competition (JOFOC) was published on May 12, 2017 (Notice No. SOL-HQ-17-00009) explaining the purpose of extending five existing contracts to allow the Agency time to implement the new suites of the Remedial Acquisition Framework (RAF) contracts. The ROC-4 (Contract No. EP-S2-12-02) is one of the five contracts that are being extended. The ROC-4 is a single-award indefinite-delivery, indefinite-quantity (IDIQ) contract that was awarded to TechLaw, Inc. and is set to expire on January 6, 2018. The acquisition provided for full and open competition after exclusion of other than small business concerns. The proposed modification bridges the existing contract to the new competitively multiple-award IDIQ contracts being solicited under Request for Proposal No. SOL-R1-14-00001, Environmental Services & Operations, which was released on February 26, 2016 and the proposals were due back on April 15, 2016. Due to the complexity of the proposal evaluation process, the anticipated award date for these replacement contracts have been delayed. This proposed bridge extension is for a period of performance of up to 36 months (one 12-month base period with one 12-month option period and two 6-month option periods) and will prevent an adverse impact on the mission of the agency, which would occur with the interruption of the work presently performed. The performance work statement and the labor categories under the bridge modification remains the same as under the current contract.
