Draft IPIA QASP Draft IPIA PWS Draft DAPIA QASP Draft DAPIA PWS THIS IS A NOTIFICATION REGARDING A HUD INDUSTRY DAY ONLY. This is not a request for offers, quotes or proposals. This notice does not represent a commitment by the Government to issue a solicitation or award a contract. This is a market research tool only. The Department of Housing and Urban Development (HUD) will hold an Industry Day on November 16, 2017 from 9:30 am EST at 451 7th Street SW, Washington, DC 20410. The event will also be available for attendance via webcast. The Industry Day will brief interested parties on HUD's requirement for Manufacturing Housing Monitoring Services. Requirement Description: • HUD regulates the design and construction of manufactured housing. The National Manufactured Housing Construction and Safety Standards Act of 1974 (the Act), implemented in June 1976, established the framework for the preemptive Federal Standards and the related manufactured housing regulatory programs (HUD programs) in use today. • The Office of Manufactured Housing Programs (OMHP) mission is "to protect the quality, durability, safety and affordability of manufactured homes and facilitate the availably of affordable manufactured homes and to increase homeownership for all Americans." (National Manufactured Home Construction and Safety Standards Act of 1974 (as amended in 2000), 42 U.S.C. 5401) • Through HUD's manufactured housing program, unsubsidized affordable housing is available for many families who might otherwise not be able to afford home ownership. Manufactured housing sales comprises of approximately one-in-eleven new single-family homes each year. Approximately Eight (8) million HUD Code homes have been built since 1976, and the overall quality and safety of manufactured homes has continued to improve under the HUD program. About 60 companies produce manufactured housing in about 120 plants (production lines). In fiscal year 2016, 121,731 floors were produced which totaled 78,372 homes. • HUD relies highly upon Contractor services to assist the Department in performing assessment inspections, monitoring and enforcement of manufacturers, private and state agents of HUD responsible for oversight of design and construction of manufactured housing. • HUD is committed to meeting its mission by creating strong, sustainable, inclusive communities and quality affordable homes for all. These services support this overall mission as it will strengthen the Nation's Housing Market to bolster the economy and protect consumers. This is an opportunity for you to review HUD's draft work requirements attached to this announcement and provide comments on how to meet the government's needs. Acquisition information concerning specific program areas of the proposed acquisition vehicle will be highlighted. While the event is free to attend, registration is required. Please limit attendance to two (2) representatives per company. In person attendance space is limited. Attendance will also be available via webcast.
