- The Space and Naval Warfare Systems Command (SPAWAR), in support of the Program Executive Office - Enterprise Information Systems (PEO EIS), Sea Warrior Program (PMW 240), intends to negotiate a bridge contract extension with an estimated value of $485,000 to existing contract N00039-13-C-0029 with A. Harold and Associates of Jacksonville, FL. This procurement will fulfill ongoing development and sustainment efforts for the Joint Air Logistics Information System (JALIS) program. The contemplated contract modification will extend the period of performance end date of 30 November 2017 by a period not to exceed six months. The contract was previously extended to allow for the award of a competitive task order under the forthcoming Rapid Product Development and Sustainment (RaPDS) multiple award contract. The RaPDS contract award has been and continues to be delayed, resulting in the need to further extend the JALIS contract. During this delay, the program is re-evaluating its requirements and performing strategic market research which may result in tactical market research and an alternative acquisition approach. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of 10 U.S.C. 2304(c)(1), and FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. Responses to this notice of intent should be submitted no later than (15) calendar days from the date of this synopsis to Katherine Holcomb at katherine.holcomb@navy.mil. The applicable NAICS Code is 541511 and FSC is D307. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS OR A SOLICITATION OF OFFERS.
