Description
The National Aeronautics and Space Administration (NASA) Glenn Research Center (GRC), located at 21000 Brookpark Rd. in Cleveland, Ohio, is hereby soliciting information from potential sources for the construction of a recently designed Research Support Building (RSB). NASA GRC is seeking capability statements from all interested parties, including Large Businesses, Small, Small Disadvantaged (SDB), 8(a), Woman-owned (WOSB), Veteran Owned (VOSB), Service Disabled Veteran Owned (SD-VOSB), and Historically Underutilized Business Zone (HUBZone) businesses for the purposes of determining the appropriate level of competition and/or small business subcontracting goals for this procurement. The Government reserves the right to issue any upcoming solicitation as either an unrestricted or restricted competition based on responses hereto. Interested parties are also requested to submit recommended small business subcontracting goals and the aforementioned small business subcategories for this procurement. The RSB will be approximately 64,000 square feet in overall size and will house approximately 164 occupants, with an estimated value between $20M and $35M. The building will be constructed on the site of the previously demolished Building 21 on the GRC campus. The new two story steel structure contains open office areas; private offices; conference and work rooms; training rooms, collaborative engineering rooms; collaboration work spaces with light wells; a cafeteria with supporting kitchen and dining spaces; and typical support spaces. The interiors are consistent with modern open office architecture. The exterior is clad in painted metal panels and transparent glazing curtain wall systems. Support facility construction includes, but is not limited to: the removal of existing paved surfaces; removal of certain underground utilities; site preparation; caissons for foundation support; curbs and roadways; parking areas; pedestrian walkways; landscaping. Supporting utilities to the site include the extension of potable water; non potable chilled water from an existing chilled water plant; high pressure steam; natural gas; sanitary and storm sewers; high voltage electrical cable through existing manhole and new underground duct bank; communications cabling through existing and new communications duct banks and manholes. This project is required to be LEED Silver Certifiable under the USGBC LEED-NC version 2009 Rating System. The resultant contract will have an anticipated effective date beginning on or about May 15, 2018, with an estimated period of performance of 730 calendar days. The North American Industry Classification System (NAICS) code for this procurement is 236220 - Commercial and Institutional Building Construction, with a size standard of $36.5M. The response shall include the plan, capabilities, qualifications, and any recent experience similar in nature to the aforementioned activities. Interested parties shall submit a capability statement indicating the ability to perform all aspects of the effort described herein. Responses shall be limited to no more than 10 pages. These pages shall consist of the following: 1. GENERAL INFORMATION: A cover page which briefly describes your company and the types of services performed. This cover page must also include: the names, e-mail addresses, and phone numbers for any points of contacts (POCs), the company's address, CAGE Code/DUNS number, and the type of business demographic that applies (i.e. small business, large business, women-owned). 2. PAST PERFORMANCE: The Offeror shall also provide contract information on similar contracts over the past three (3) years. This information shall include: the name of customer/agency, types of services provided, type of contract, and total contract value. Whether the contract was a prime or subcontract. If subcontract, please provide details regarding prime contract and your company's role in supporting the prime contractor. 3.
