- This is a Sources Sought Notice. This Sources Sought neither constitutes a Request for Proposal, nor does it restrict the Government to an ultimate acquisition approach. This Sources Sought should not be construed as a commitment by the Government for any purpose. Requests for a solicitation will not receive a response. This Sources Sought Notice is in support of a market survey being conducted by the St. Louis District, Corps of Engineers to identify interested Contractors within the District area for the Scope of Work listed below. The following are general capabilities required to perform the Scope of Work according to USACE standards. The Contractor must be capable to perform the Scope of Work listed below. Contract is anticipated to be a Low Price, Technically Acceptable Supply Contract for steel fabrication. General Project Description Supply Contract The work covered by this contract consist of furnishing all labor, equipment, operators, supervision, supplies and materials and incidentals necessary to perform steel fabrication of bulkheads and lifting beams for Rivers Project Office, St. Louis District, Lock and Dam Nos. 24 and 25 as specified in accordance with the contract plans and specifications. Work Statement Typical work includes, but not limited to, steel fabrication, painting, non-destructive testing, engineering, load testing, and delivery. The contractor shall be certified under the AISC quality certification Program and shall be designated an AISC Certified Plant, Category ABR (Certified Bridge Fabricator- Advanced) with a Fracture Critical Endorsement (FCE). Welders performing fabrication shall be certified to preform various weld procedures per AWS D1.5. The contractor shall have facilities that can accommodate multiple completed structures up to 110 feet in length and up to 10 feet high. The contractor shall have the means to fabricate items to strict dimensional and quality tolerances. The contractor shall have the capability to paint the completed structures with the Corps of Engineers vinyl paint system. The contractor shall have the capabilities of delivering the completed structures to remote government sites located along the Mississippi River, and placing the structures in the storage yards at each project. The contractor shall be able to create shop drawings, as-built drawings and quality control inspection reports. The contractor shall have the means to develop shop drawings that are approved by a professional engineer. The contractor shall have the means to stack the structures to test fit up and suspend the structures to perform load tests. Required Trades: The contractor shall have the capabilities of supplying trades required for performance of work as specified. Submission 1. Please provide examples of work and equipment utilized that your company has performed in the areas listed below. No more than (3) three projects in any area of work performed. Describe past work experience showing all or more than one of the areas listed that was performed under one contract. Areas of work involving characteristics that are similar to the types of work described herein: a. Steel fabrication of hydraulic steel structures as defined by USACE Publication: ETL 1110-2-584. b. Steel fabrication of large single structures of more than 25,000 lbs. per assembly. c. Painting of large steel fabrications using vinyl paint systems. 2.
