- Statement of Work (SOW) Local Clauses Grocery Boxes Solicitation Number: 70FA2018R00000020 Notice Type: Combined Synopsis/Solicitation 1. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. 2. The solicitation number is 70FA2018R00000020 and is issued as a Request for Proposal (RFP). Under this requirement, Federal Emergency Management Agency (FEMA) intends to award a commercial, Firm Fixed Price (FFP) contract. 3. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-86. The applicable North American Industry Classification Standard (NAICS) code is 311999. The small business size standard is 500 employees. This is an unrestricted, full and open acquisition set-aside for local businesses. Proposals will only be accepted from Puerto-Rico-based businesses residing within disaster declaration DR4339PR Puerto Rico [all municipalities in the Commonwealth of Puerto Rico] as defined by FAR 26.2. 4. FEMA intends to purchase the below contract line items: CLIN DESCRIPTION QTY Unit Price Unit Price Total Amount 0001 Base Period - Grocery Boxes - 10,000 per day for 30 days 300,000 Each 0002 Optional CLIN - Distribution/delivery charges for CLIN 0001 30 Deliveries 0003 Optional Period 1 - Grocery Boxes - 10,000 per day for 30 days 300,000 Each 0004 Optional CLIN - Distribution/delivery for CLIN 0003 30 Deliveries 0005 Optional Period 2 - Grocery Boxes - 10,000 per day for 30 days 300,000 Each 0006 Optional CLIN - Distribution/delivery of CLIN 0005 30 Deliveries Total Amount CLINs 0001 through 0006 5. Required Delivery Date: Daily for Base Period, Optional Period 1 (if exercised) and Optional Period 2 (if exercised) 6. Description of requirements for the items to be acquired: The Department of Homeland Security (DHS)/Federal Emergency Management Agency (FEMA) has a requirement to acquire a total of 1,200,000 Grocery Boxes for the Commonwealth of Puerto Rico for a period of 30 days, providing a minimum of 19,200,000 meals. With two (2) options for additional 30 days each. FEMA intends to award four (4) contracts to four (4) separate contractors, therefore, each contractor shall supply 300,000 Grocery Boxes per month; 10,000 per day; 70,000 per week. Each Grocery Box is to contain a minimum of 16 meals. Each Contractor shall be able to supply 10,000 Grocery Boxes per day. Grocery Box products shall be sourced from locally available supplies. 7. Delivery, Inspection, and Acceptance at Contractor's site or FEMA site. 8. PROVISIONS AND CLAUSES: In case of inclement weather not permitting arrival of participants, the Government reserves the right to make one adjustment to the period of performance with advance notice. All referenced FAR provisions and clauses may be accessed electronically at http://farsite.hill.af.mil/vffar1.htm and HSAR provisions and clauses may be accessed electronically at http://farsite.hill.af.mil. a. The provision at FAR 52.212-1, Instructions to Offerors Commercial Items, applies to this acquisition and is incorporated by reference. b. FAR 52.212-2, Evaluation-Commercial Items, applies to this acquisition and paragraph (a) is completed as follows: The Government will award contract(s) resulting from this solicitation to the responsible offeror(s) whose offer is Lowest Price Technically Acceptable (LPTA). Evaluation Factors: (1) Technical Capability; (3) Total Firm Fixed-Price for all CLINs (including optional CLINs) The Government intends to award a commercial contract(s) resulting from this solicitation to the lowest priced, technically acceptable responsible offeror(s). The factors identified above will be the evaluation factors used to evaluate all offers received. Proposals must be specific in details and clearly identify all the government requirements. To be deemed technically acceptable the offeror must provide a technical proposal which demonstrates the Grocery Boxes meet the requirements and delivery schedule set forth in the Statement of Work. The technical proposal shall include menus/lists of food items included in the Grocery Boxes. Offerors shall vary the items included in the Grocery Boxes every three (3) days. The technical proposal shall be in full compliance with the RFP. Offerors shall complete #4 above for each CLIN providing firm fixed pricing for the base period and all option periods. The clause at FAR 52.212-4, Contract Terms and Conditions-Commercial Items applies to this acquisition and is incorporated by reference. c. Clauses in Full Text: 9. Quotes must include company name, company DUNS number, and point of contact information. 10. The Defense Priorities and Allocation System (DPAS) applies to this acquisition. 11.
