Government Product Accessibility Template for Scientific Instruments Solicitation Language Product for Scientific Instruments Provisions and Clauses Full-Text Attachment COMBO SYNOPSIS SOLICITATION FOR COMMERCIAL ITEMS (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) The solicitation number is W911QX-18-T-0001. This acquisition is issued as an Request for Quote (RFQ). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-95 effective 19 January 2017. (iv) This acquisition is set-aside for Total Small Business Set-Aside. The associated NAICS code is 333244. The small business size standard is 750 Employees. (v) The following is a list of contract line item number(s) and items, quantities and units of measure, (including option(s), if applicable): CLIN 0001: One (1) unit Three-dimensional (3-D) resin jet machine, each. CLIN 0002: Fifteen (15) packs of 3.6 kilograms (kg) material cartridges for the machine, each CLIN 0003: Six (6) packs of 3.6 kg water jet cleanable support cartridge, each CLIN 0004: Six (6) packs of 3.6 kg solution cleanable support cartridge, each CLIN 0005: Shipping and Installation at Aberdeen Proving Ground (APG), MD 21005-5066, each CLIN 0006: Training for the one (1) unit 3-D resin jet machine with a water jet cleaning system and a solution cleaning system, lot (vi) Description of requirements: The Contractor shall provide one (1) three-dimensional (3-D) resin jet machine with a water jet cleaning system and a solution cleaning system, fifteen (15) packs of 3.6 kilograms (kg) material cartridges for the machine, six (6) packs of 3.6 kg water jet cleanable support cartridge, and six (6) packs of 3.6 kg solution cleanable support cartridge, shipping, installation, and training at Aberdeen Proving Ground (APG), Maryland. The following are the minimum specifications of the Government: CLIN 0001: One (1) unit 3-D resin jet machine • Shall include one (1) water jet cleaning system able to accommodate 450 x 350 x 200 millimeter (mm) parts • Shall include one (1) solution cleaning system able to accommodate 250 x 250 x 200 millimeter (mm) parts • Shall ensure the build chamber is capable of accommodating 3-D printing volume of at least 450 x 350 x 200 millimeter (mm) • Shall be capable of printing Ultraviolet (UV) curable polymer cartridge • Shall be capable of printing a minimum of six (6) UV curable polymer resins and one (1) supporting material simultaneously • Shall ensure the thickness of printed layer is less than twenty (20) microns • Shall ensure the printed resolution is at least twenty (20) microns • Shall ensure resulting part dimension at least 500 microns accuracy • Shall include build-in program to prepare Computer Aided Design (CAD) files to print • Shall include control unit for printing, queuing, file process • Shall be capable of printing rigid, rubbery, transparent, gel-like, and colors (cyan, magenta, yellow, black) polymers • Operates utilizing 100-120 voltage alternate current (VAC), 50-60 hertz (Hz), 13.5 amperes (A), 1 phase • Shall include one (1) operating manual and minimum three (3) year warranty CLIN 0002: Fifteen (15) packs of 3.6 kilograms (kg) material cartridges for the machine CLIN 0003: Six (6) packs of 3.6 kg water jet cleanable support cartridge, each CLIN 0004: Six (6) packs of 3.6 kg solution cleanable support cartridge, each CLIN 0005: Shipping and Installation at Aberdeen Proving Ground (APG), MD 21005-5066 CLIN 0006: Training for the one (1) unit 3-D resin jet machine with a water jet cleaning system and a solution cleaning system (vii) Delivery is required eight (8) weeks After Date of Contract (ADC). Delivery shall be made to U.S. Army Research Laboratory in Aberdeen Proving Grounds, MD 21005-5066. Acceptance shall be performed at Government. The FOB point is Destination. (viii) The provision at 52.212-1, Instructions to Offerors - Commercial, applies to this acquisition. The following addenda have been attached to this provision: Not Applicable (ix) The provision at FAR 52.212-2, Evaluation - Commercial Items is applicable to this acquisition. The specific evaluation criteria to be included in paragraph (a) of that provision are as follows: The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforms to the solicitation and has the lowest evaluated price of all offers meeting or exceeding the acceptability standards for non-cost factors. 1. Technical Acceptability: The technical acceptability element of the evaluation will be a determination as to whether the proposed product meets the performance characteristics and specifications in the solicitation. The Technical element of the evaluation shall be based solely on information furnished by the vendor. The Government is not responsible for locating or securing any information, which is not identified in the proposal. To ensure sufficient information is available, vendors must furnish as part of their proposal all descriptive material (such as cuts, illustrations, drawings, or other information) necessary for the Government to determine whether the product meets the performance characteristics and specifications of the requirement. If the offeror proposes to modify a product so as to conform to the requirement of this solicitation, the offeror shall include a clear description of such proposed modifications and clearly mark any descriptive materials to show modifications. 2. Past Performance: Past performance will not be evaluated. The Contracting Officer determines that past performance need not be evaluated because the supplies being purchased are of a low complexity that past performance information would not make a substantial difference. 3. Price: Price will be evaluated based on the total proposed price, including options, (if any). (x) Offerors shall include a completed copy of the provision at FAR 52.212-3 (with its Alternate I), Offeror Representations with its offer. (xi) The clause at 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition. The following addenda have been attached to this clause None.
