THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR QUOTE. The NCO 12, Great Lakes Acquisition Center, 115 S. 84th Street, Suite 101, Milwaukee, WI 53214, is performing market research. This Sources Sought Notice is for informational and planning purposes only and shall not be construed as a solicitation or as an obligation or commitment by the Government at this time. This notice is intended strictly for market research. The purpose of this Sources Sought notice is to determine interest and capability of potential vendors, including Small Business, Veteran-Owned Small Business (VOSB), and Service-Disabled Veteran-Own Small Business (SDVOSB) vendors relative to the North American Industry Classification System (NAICS) Code 339112. The Edward Hines Jr. VA Medical Center has a need for brand name or equal PB980 Ventilator Unit. These Ventilators are an advanced unit for acute care respiratory support. High-performance invasive and non-invasive ventilation, comprehensive monitoring and therapy functions. Microprocessor driven, touch screen operation, audible alarms, adaptable modes and controls, and trolley mounted for portability. Specifications/salient characteristics: PB980 Ped to Adult DC Compressor base ships with 1 Ped/Adult exhalation Filter, 2 EVQs, 1 EVQ seals kit, flex arm, gold standard circuit, Op Man on CD, power cord and software options PAV+, Leak Sync, BiLevel 2.0 (plus standard software features including VV+, Respiratory Mechanics, Trending, Tube Compensation) and 3-year all-inclusive service coverage. QS980BAT1 - Rechargeable Li-Ion Battery PB980 Humidifier Bracket Training Clinical Requirements Must allow patients to breathe if they are having trouble breathing and can t breathe on their own Must allow for invasive and non-invasive ventilation and dedicated 02 Therapy mode The dedicated 02 therapy mode must allow setting 02% and flow rate Modes of ventilator must include volume and pressure-controlled ventilation Must have comprehensive monitoring and therapy functions Must have curves, graphic and numeric trends, loops, alarm history, and 7-day logbook events event display Ventilator display must have numeric parameters and preconfigured and customized lists for values Must be able to be used on patients with serious lung diseases or other conditions that affects normal breathing Must support spontaneous breathing Must have the following settings Apnea Ventilation Sign and flow trigger settings Automatic flow during volume ventilation Volume Guarantee Automatic tube compensation during both inspiration and expiration phases APRV with autoset Tlow based % of peak expiratory flow Hardware and software must not impede the functionality of the rest of the equipment used on the patient Must not cause additional harm to patients Must be safe to use and store in a patient care environment Endotracheal suction must have automatic disconnect and reconnection detection Technical Minimum Requirements Must have touch-screen operation Must have easy to program audible and visible alarms that are low. Medium and high priority Must be trolley mounted for portability Must have adaptable modes and controls All hardware and accessories must be new and not assembled with recycled parts Fi02 range must be 18 to 100 Vol% Intermittent PEEP must have a duration of 1 to 20 expiratory cycles The alarm must be omni directional and allow visibility of alarms conditions 360 degrees Quote must include a 1-year warranty Must have 100 to 240 V power supply The final oxygen enrichment and active suction phase must have a maximum of 2 minutes All interested firms who can meet the requirements stated above should respond, in writing, INCLUDING ALL OF THE FOLLOWING: Company name. Your responses will be used solely for market research purposes of the Government. The Government will not pay for any materials provided in response to this notice and submittals will not be returned to the sender. The applicable North American Industry Classification System (NAICS) Code for this requirement is 339112 and the small business size standard is 1000 employees. The information requested must be received no later than 2:00 pm Central Standard Time on Friday, October 27, 2017.
