- INTRODUCTION: THIS IS A SOURCES SOUGHT NOTICE/REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes - it does not constitute a Request for Proposal (RFP), a Request for Quotation (RFQ), or an indication that the Government will contract for any of the items and/or services discussed in this notice. This RFI is issued in accordance with Federal Acquisition Regulation (FAR) 52.215-3. The purpose of this notice is to: (1)Determine if sources are capable of satisfying the agency's requirements exist; and (2)Determine if commercial items suitable to meet the agency's needs are available or could be modified to meet the agency's requirements Any formal solicitation that may subsequently be issued will be announced separately through Federal Business Opportunities (FedBizOpps). Submission of a response to this RFI is entirely voluntary. The voluntary submission of a response to this RFI shall not obligate the National Oceanic and Atmospheric Administration (NOAA) to pay or entitle the submitter of information to claim any direct or indirect costs or charges or any other remuneration whatsoever. Further, no proposals or quotes are sought at this time. Respondents are advised that the Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the potential respondent's expense. Not responding to this RFI does not preclude participation in any future formal solicitation, if any is issued. No telephone calls will be accepted requesting a bid package or solicitation. There is no bid package or solicitation at this time. In order to protect the integrity of any future procurement, additional information will not be given and no appointments for presentations will be made in reference to this RFI. Issuance of this notice does not constitute any obligation on the part of the Government to procure these items or to issue a solicitation. Any information that the vendor considers to be proprietary should be clearly marked as such. Please do not submit any classified information. All information received shall be safeguarded from unauthorized disclosure. The applicable NAICS Code is 517410, Satellite Communications, which has a corresponding size standard of $32.5 million. BACKGROUND INFORMATION: The proposed acquisition is to purchase Iridium data modems that will be used to send back weather, climate, and tsunami data from remote marine platforms for the purposes of the National Weather Service (NWS) issuing warnings and forecasts. It is intended to acquire a contract to purchase two (2) different models of Iridium Satellite, LLC.'s Iridium Data Modems, their mounting brackets, and service and repair for the 9522B and 9602N modems over the next five (5) years. The data modems are licensed for one (1) manufacturer, Iridium Satellite LLC. This procurement supports the deployment and maintenance of buoys in meeting the NWS mission to protect life and property by providing essential environmental observations used by the NWS warning systems, environmental models, short term forecasts, climate record, and feed several NWS products. In addition, National Data Buoy Center (NDBC) systems are intrinsic to the NWS' Weather-Ready Nation initiative by providing public and private sector users with real time observations needed to make fast and smart decisions needed to save lives and enhance commerce. NOAA contemplates award of an Indefinite Delivery/Indefinite Quantity (ID/IQ) with firm-fixed-price (FFP) contract line items (CLINs). The IDIQ will have a one (1) year ordering period with four (4) one (1) year optional ordering periods for a total ordering period of five (5) years. It will be issued on competitive basis, targeting resellers authorized by Iridium Satellite LLC. to sell, evaluate and repair the modems by Iridium Satellite LLC. REQUIREMENT : NOAA's Acquisition and Grants Office (AGO), Eastern Region Acquisition Division (ERAD) in Norfolk, Virginia, intends to enter into a contract on the basis of Brand Name Only for the purchase of Iridium Data Modems as follows: (1)Models 9522B Iridium Data Modems; (2)Models 9602N Iridium Modems (must be provisioned for use on the Department of Defense [DoD] Gateway); (3)Models 9522B Accessory Kits to make mounting interchangeable with Model 9522A (Part Number IR-01-102167); and (4)Evaluation/Repair of the modems (Not to Exceed [NTE] amount) ALL UNITS SHALL BE WHITELISTED AND FLASHED FOR USE ON THE DEPARTMENT OF DEFENSE (DoD) GATEWAY. It's the responsibility of the Contractor to whitelist the Iridium Modems ( Model 9602N ) for the Department of Defense (DoD) Gateway. Restricted to the following source or manufacturer: Iridium Satellite, LLC. 1750 Tysons Blvd. McLean, VA 22102 DUNS #: 148549087 Iridium Satellite, LLC is the only known commercial source which can provide these data modems. Iridium Satellite LLC operates the Iridium satellite constellation, a system of 66 active satellites used for worldwide voice and data communication. The Iridium Satellite LLC network is unique in that it covers the whole Earth, including poles, oceans and airways. Iridium Satellite LLC. limits access to its satellite network to only transceivers approved and licensed by Iridium Satellite, LLC. These data modems are capable of interfacing with the Iridium satellite network to transmit data back through the Iridium gateways and are only licensed to one manufacturer, Iridium Satellite LLC. There are no known substitutes available for these items. CAPABILITY STATEMENT OBJECTIVES AND REQUIREMENTS : This request is issued for the purpose of understanding industry capabilities, thereby allowing potential offerors to judge whether or how they can satisfy the Government's requirements, and enhancing the Government's ability to obtain these Iridium Data Modems. Companies having capabilities necessary to meet or exceed the stated requirements are invited to provide information to contribute to this RFI including commercial market information and company information. NOAA is soliciting input from both small businesses and other than small businesses (commercial large businesses, universities, non-profits, etc...) that may be interested in this procurement and possess the technical capability to provide Iridium Data Modems for the next five (5) years and that meets or exceeds the technical specifications of the Iridium Satellite LLC.'s Iridium Data Modems. NOAA/NWS,/NDBC IS SEEKING THE FOLLOWING INFORMATION : (1) Name of company, address and DUNS number or CAGE code; (2) A point of contact; phone number and e-mail; (3) A copy of the letter or agreement with a 3rd party authorizing your company to sell Iridium Data Modems - Models 9522B; 9602N; 9522B Accessory Kit and Evaluation and Repair of modems; (4) A statement regarding current size of the company under the North American Classification System Code (NAICS) is NAICS Code is 517410, Satellite Communications, which has a corresponding size standard of $32.5 million Responses in Portable Document Format (PDF) compatible format to this RFI are due via email to kurt.weilbaecher@noaa.gov no later than November 22, 2017 at 5:00 PM (Eastern Time). It is the potential offeror's responsibility to monitor FedBizOpps for release of any future solicitation that may result from this Sources Sought Notice.
