Description
The United States Navy (USN), in collaboration with the United States Coast Guard (USCG) under an Integrated Program Office, is releasing a draft Request for Proposal (RFP) for the Heavy Polar Icebreaker (HPIB) program. The draft RFP is for the Detail, Design and Construction (DD&C) of one (1) HPIB cutter, with options for two (2) additional HPIB cutters (N00024-18-R-2210). Support CLINs for Provisioned Items orders to outfit the ships and purchase spares, repair parts, and other special equipment; Engineering and Industrial Services in support of Government systems installation and post-delivery activities; Special Studies for Government-directed engineering tasks; and Crew Familiarization are anticipated to be incorporated into the resultant contract. It is the Government's intent that the HPIB be procured utilizing competitive procedures in accordance with Federal Acquisition Regulation (FAR) part 15 with an anticipated RFP release in the second quarter of FY18. In Industry's response to this draft RFP, the Government requests use of the document (Excel) titled "HPIB Draft RFP Comment Submittal Form." Further, the Government is seeking industry input on the following special areas: 1. Provide comments on the prospective inclusion of a Schedule Incentive that motivates early delivery or otherwise reduces schedule risk. 2. Provide comments on the prospective inclusion of a CAPEX incentive that motivates investments that have the opportunity to reduce technical, cost, and schedule risk to the program. 3. Provide comments on the Section H 5252.232-9105 Payments clause. 4. Provide comments on the Section H 5252.216-9127 Economic Price Adjustments clause. The Government is prepared to release the following documents to each company. Updates to the solicitation, including draft RFP Sections L and M, will be posted as they become available. 1. Section J Attachment 5 draft Government Furnished Equipment (GFE) List 5. Section J Attachment 7 draft Government Furnished Information (GFI) List This draft RFP is provided as an advance notice to ease proposal lead time, further design maturity, and assist teaming arrangements (if applicable). Based on technical complexity, the Government's market research indicates there are not two or more small business concerns capable of competing for the requirement. Therefore, this procurement will not be set-aside for small business in accordance with FAR 19.502-2(b). This draft RFP is for comments, questions, and planning purposes only and shall not be construed as an invitation for bid, request for quotation, request for proposal, or as an obligation on the part of the Government to acquire any products or services. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of contractor responses to this announcement. This request does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. When and if the Government issues the final RFP, interested contractors will be expected to thoroughly address the requirements thereof regardless of the circumstances surrounding this draft RFP. Please note, all Industry responses and questions received for this draft RFP will be treated as public information and may be released on FedBizOpps (FBO). Additional Information: Certain attachments to the draft HPIB RFP contain sensitive information relating to critical technology which must be protected from release to unauthorized, non-U.S. entities and parties not having a valid need to know. Certain attachments within the draft HPIB RFP are marked as "Distribution Statement D." Due to size limitations and certain documents requiring controlled access, the entire draft HPIB RFP will be posted to FBO via multiple document packages which will be deemed "limited access" and "export controlled." All contractors must be granted "explicit access" by the Government in the FBO system in order to gain access to these limited access or export controlled packages. The Government does not intend to grant contractors access to these documents outside of the FBO site. Additionally, in order to access this document or individual sections, contractor must be certified by the Joint Certification Program (JCP) administered by the Defense Logistic Information Service (DLIS). Contractors must attach proof of JCP certification to their HPIB draft RFP requests. Instructions and procedures for being certified by JCP can be found at https://public.logisticsinformationservice.dla.mil/PublicHome/jcp/default.aspx. Only those contractors that have current certification by JCP will be able to be granted explicit access to these packages via FBO by the Government. The Government will consider all comments received on the draft RFP. The Government does not commit to providing a response to any comment or question. The subsequent revision to any element of the RFP based on comments received remains solely at the Government's discretion. No comments, questions, or inquiries shall be made to any Government person other than the points of contact identified in this special notice. Responses to this draft RFP must be submitted on the form provided and emailed to the points of contact identified in this special notice. In order to support the release of the RFP and for the Government to benefit from all submitted information, responses are requested no later than 11 December 2017 at 11:00 am EST. Incremental submission of comments is encouraged. Please make your comments and justification for your comments as comprehensive and complete as possible. To assist the Government with tracking responses, please reference: "HPIB - DRAFT RFP" in the subject line of the email submission.
