Description
Draft - Contract Line Item Structure Draft - Performance Work Statement Note: Limited to 8(a) Concerns This pre-solicitation announcement is for the Mine Safety and Health Administration's (MSHA) upcoming requirement for Video Telepresence (VTC) and Unified Communications (UC) Equipment, Support, and Maintenance. These services include but are not limited to: installation services, maintenance and support, training, troubleshooting, repair, and professional services, as further defined in the attached Draft Performance Work Statement (PWS). This pre-solicitation announcement is to allow qualified and interested offerors the opportunity to review the draft PWS and draft contract line item (CLIN) structure prior to a solicitation. The requirement will be a competitive acquisition set aside for 8(a) concerns. The North American Industry Classification System (NAICS) code is 541513 with a small business size standard of $27.5 million. This is not a request for proposals. MSHA IS NOT REQUESTING A CAPABILITIES STATEMENT OR A RESPONSE FROM INTERESTED PARTIES. ANY EMAILS RECEIVED IN RESPONSE TO THIS PRE-SOLICITATION NOTICE WILL NOT BE CONSIDERED IN ANY ASPECT OF THE REQUIREMENT. The contract will be set up as an Indefinite Delivery Indefinite Quantity (IDIQ) type contract. The period of performance will be one year from date of award with the possibility of an option period (one year). To be eligible for award, offerors must be registered with the System for Award Management (SAM) at http://www.sam.gov. Offerors are advised that failure to register in SAM will render your firm ineligible for award. Registration required applicants to have a DUNS number. It is recommended that your firm register immediately in order to be eligible for award. A solicitation will be issued approximately the week of October 23-27. The solicitation will be released electronically on www.fbo.com. Potential offerors will be required to visit the website periodically to check for the solicitation and any amendments or other changes to documents. No other notifications will be sent. Paper copies of the solicitation will not be made available. Proposals documents will be available for download. The anticipated date when proposals will be due is approximately 10 days after the solicitation is issued. The period of performance start date will be approximately November 2017. This announcement does not constitute the solicitation and no response to this notice is required.
