- COMBINED SYNOPSIS SOLICITATION: RFQ P17PS03020 AMENDMENT 0001 issued 10/19/2017: The purpose of this amendment is to provide the Government's responses to questions received from interested parties. This amendment also extends the closing date for submission of quotes to Tuesday, October 24, 2017 at 3:00 p.m. central time. 1. QUESTIONS AND RESPONSES. "Q" = Represents the question received. "R" = Government's response to the question. Q-1: What is the incumbent company that previously held this contract? R-1: There was no previous contract in place for this bulk fuels requirement. A bulk fuels contract that may result from this solicitation will be the first for Hot Springs National Park. Q-2: What were the names of the specific Fixed-Price Add on Components that the incumbent company charged for each year? R-2: As this is the first bulk fuels contract for Hot Springs, no response specific to Hot Springs can be provided for this question. At other Parks however where fuel contracts may be in place, some of the fixed add on components identified by quoters were "delivery price per gallon" and "provider mark-up per gallon." Some quotes received had only one fixed add-on per gallon and included their mark-up in their delivery price per gallon. The Government has no opinion on the description or what the Add-On is named; it does however have a need to know what the add-on is for. Q-3: What was the total of the Fixed-Price Add on Components for the incumbent company? R-3: As this is the first bulk fuels contract for Hot Springs, no response specific to Hot Springs can be provided for this question. It would not be prudent for the government to provide the add-on price awarded at another Park as the circumstances, competition market, gallons being delivered, Park locations, and other factors drive the Add-On component(s) that vendors quote for the specific Park where fuels are being delivered. Q-4: What is the turnaround time for payment once the fuel is delivered? R-4: The payment terms are 15 calendar days from the time the vendor electronically enters their invoice into the U.S. Treasury's Invoice Processing Platform (IPP) System found at website http://www.ipp.gov. See the ELECTRONIC INVOICING AND PAYMENT REQUIREMENTS Clause of the solicitation. Q-5: How is payment sent? R-5: The Government makes payment by Electronic Funds Transfer directly to the account identified by vendor in his/her SAM Registration. Q-6: When are deliveries expected to be made? R-6: Orders for fuels will be placed as the Park's needs dictate. Deliveries will then be made by vendor as specified in Attachment 1, Paragraphs 2 and 5 of the Combined Synopsis/Solicitation. THIS CONCLUDES QUESTIONS AND RESPONSES. 2. Potential Quoters are to consider the information furnished in this Amendment 0001 in the preparation of his/her quote. 3. Should any of the information in this Amendment 0001 contradict, change, add, or delete any work or specifications described in the original solicitation documents or its attachments, the information contained in this Amendment is deemed to take precedence and will supersede that specific information found to be contrary to, or lacking from the original solicitation documents and/or its attachments, except when a subsequent amendment has been issued for clarification or correction. Other exceptions include apparent clerical errors and minor informalities or irregularities that are merely a matter of form and not of substance. 4. Any and all amendments that have been issued against this solicitation are to be acknowledged by the Quoter and submitted with his/her quotation. 5. SOLICITATION CLOSING DATE IS EXTENDED: The closing date and time for receipt of quotations has been extended. Quotations are to be e-mailed so they are received by the Contracting Officer no later than TUESDAY, OCTOBER 24, 2017 AT 3:00 P.M. CENTRAL TIME. E-mail quotes to: kathryn_logsdon@nps.gov. 6.
