- Performance Work Statement What Works Clearinghouse (WWC): Organization of Reporting of Evidence on Graduation, Achievement, and Nonacademic Outcomes (OREGANO) ***THIS NOTICE IS NOT A REQUEST FOR PROPOSALS**** This synopsis notice is posted in accordance with Federal Acquisition Regulation (FAR) Part 5.203(a). The U.S. Department of Education (Department) anticipates release of a new Fiscal Year 2018 procurement titled "What Works Clearinghouse (WWC) - Organization of Reporting of Evidence on Graduation, Achievement, and Nonacademic Outcomes (OREGANO)" on behalf of the Department's Institute of Education Sciences (IES). The purpose of this contract is to conduct evidence reviews on educationally relevant outcomes in the areas of early childhood education, elementary education, and programs that take place in middle and high school for the WWC. This contract will primarily conduct comprehensive reviews for WWC intervention reports, develop practice guides, produce products based on quick reviews and individual study reviews requested by IES, and create new products to disseminate the findings of the WWC. ANTICIPATED PERIOD OF PERFORMANCE The period of performance for this contract includes a 12 month base year with four 12 month option years to be exercised at the discretion of the Department. ANTICIPATED ACQUISITION STRATEGY The Department anticipates releasing the Request for Proposals (RFP) in October 2017. It is also anticipated that the acquisition strategy will be a negotiated, competitive acquisition (open to both small and large businesses) conducted in accordance with FAR Part 15.
