Description
Request for Information (RFI) for Aircrew Combat Ensemble (ACE) THIS IS A RFI ONLY. This is Sources Sought (SS)/Request for Information (RFI). Information is to be used for preliminary planning purposes in accordance with Federal Acquisition Regulation (FAR) Part 10. This announcement does not constitute a Request for Proposal (RFP) and does not commit the Government to solicit or award a contract now or in the future. Further, the Army is not at this time seeking proposals and will not accept unsolicited proposals. Respondees are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party's expense. Purpose: The US Army Product Manager Air Warrior (PM AW) intends to execute development of the Aircrew Combat Ensemble (ACE) through a Defense Technical Information Center (DTIC) Defense Systems Technical Area Task (DS TAT) contract which was awarded to KBRwyle in April 2017. ACE is Soldier equipment for Army Aircrew members for: •carriage of soft ballistic panels and ballistic plates •carriage of body-mounted Soldier equipment •flotation after emergency ditching at sea •cabin crew retention •insertion, extraction and retrieval Army Aircrew members have a need for a single integrated and modular system. The detailed requirements are delineated in the performance specification AVNS-DTL-10880 Aircrew Combat Ensemble (ACE), supplemented by AVNS-PRF-10882 Aircrew Tether System (see attachments). The Government is interested in any cutting edge equipment technology providing these functions that is able to be combined into a single, modular equipment vest that will provide weight and/or bulk reduction compared to current aircrew equipment. Modifications of Commercial-Off-the-Shelf (COTS) equipment is anticipated. Also of interest are innovative textiles, materials and hardware that would contribute to reduction in weight, speed of donning and doffing, and improved manufacturability, durability, supportability, and reduced cost. The DS TAT contract vehicle provides the capability for partnering with vendors if there is a compelling technology available that provides unique capability to attain the goal of a lightweight, modular and tailorable ensemble. The Berry Amendment applies to this development effort. If requested, non-disclosure agreements can be established for respondees to this RFI. There is a trend to incorporate electrotextiles into Soldier equipment, however it is not a current requirement for PM Air Warrior. Information submittals may involve technology and design partnering opportunities, supply of materials and hardware, and manufacturing capability. A Preliminary Design Review is anticipated in April 2018 or sooner. A Critical Design Review will be conduction in December 2018. Low Rate Initial Production will begin in September 2019. Instructions: Request that interested parties provide a written response to this RFI NLT 03 November 2017 to karen.c.coleman.civ@mail.mil Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions. Submissions can be through written correspondence and/or electronic mail. Responses should include, at a minimum: •Name and address of the interested company or organization; •Contact information for the primary POC; •A brief description of the potential offeror's company/organization; •A description of the potential offeror's capability to meet the Air Warrior requirement for development and manufacturing of equipment and armor carriage systems, flotation, cabin crew retention, extraction and retrieval; •A description of the potential offeror's capability for prototype manufacture and production manufacture; •Description of any particular teaming arrangements the offeror may require in order to meet the Government's requirements.
