- Announcement Number: NB195000-18-00062 Title: Two-Phase IDIQ DESIGN/BUILD Construction Contract PURPOSE: The National Institute of Standards and Technology (NIST) has a requirement for Two-Phase TIERED Design/Build (DB) Indefinite Delivery/Indefinite Quantity (IDIQ) construction services contracts. These contracts will be exercised by Facilities Operations, Reimbursable Projects and the Safety, Capacity, Maintenance and Major Repair (SCMMR) Projects groups in Montgomery County, Maryland. Pursuant to FAR Part 10, Market Research, this Sources Sought Announcement (Announcement) is issued as means to identify the availability of qualified design/build (D/B) construction firms that are capable and would be interested in performing this type of work. This announcement is not a solicitation or Request for Proposals (RFP), and does not commit the Government to award any contracts now or in the future. All qualified organizations are encouraged to respond to this announcement by submitting their interest and capability statements with information as described below. Based on interest and capability statements received in response to this sources sought, this acquisition may be solicited for a IDIQ D/B Construction Contracts for a base year and four (4) additional option years; with the potential for two tiers with up to three (3) contractors each. The DB IDIQ contract will be the vehicle to execute multiple facilities renovation, upgrade, remodel and improvement projects over the life of the contract. Each project will be issued as a single Task Order (TO). Tasks orders will vary in size and complexity ranging between $2,500.00 and $10,000,000.00 in value. Qualified firms will be those with experience and verifiable past performance executing a minimum of three design/build construction projects over the last sixty (60) months similar in size and scope for the Federal and/or State Governments, or the private sector, in the areas of: a. Healthcare and academia b. Scientific and forensics research c. Measurements or product development laboratories. Specific criteria being sought are: All capability statements shall be submitted to the POINT OF CONTACTS LISTED ON THIS POSTING. Interested, qualified and capable parties shall submit an interest and capability statement, no more than 10 pages single-sided, in response to this sources sought announcement, including, at a minimum, the following: 1. Name of Company and Company Address. 2. Name, telephone number and email address of a contact person. 3. A brief statement describing company's core business, size and, if applicable, small business designation (Small Business (SB), Small Disadvantaged Business (SDB), Woman Owned Small Business (WOSB), Veteran Owned Small Business (VOSB) or Service-Disabled Veteran Owned Small Business (SDVOSB), 8(a), HUB-Zone Small Business or other). 4. Number of Design/Build projects your firm executed in the last five years for the Federal and/or State Governments or the private sector in the areas of: a. Healthcare and academia b. Scientific and forensics research c. Measurements or product development laboratories 5. Indicate if your firm Experience Modification Rate (EMR) is 1.0 or less. 6. Indicate your firms bonding capacity. 7. Provide industry feedback in regard to the tiered acquisition approach. 8. Address any concerns you may have pertaining to this announcement that require clarification by the Government prior to the issuance of a solicitation. Examples of design/build project scopes to be executed under this contract: Task Orders will vary in size, complexity and scope in one or more of the following project categories: 1. General purpose and highly specialized scientific research laboratory and/or office space remodels, renovations or expansions. 2. Installation of chemical fume hoods, canopy hoods and lab and scientific research equipment. 3. Buildings' interior and exterior alterations or improvements including building mechanical, plumbing and electrical systems, roofing, interior and exterior walls, common areas and finishes. 4. Building automation, energy conservation, safety improvements and environmental compliance upgrades. 5. Modifications, alterations, improvements to individual building utility systems, site wide utility systems and system components in the central utility plant. Which often involve one or more of the following activities: 1. General, architectural, civil and structural work such as : a. Demolition, removal, disposal, or relocation and reinstallation of existing furnishings, walls, partitions, ceilings, floors, doors, electrical power distribution, lights, HVAC outlets, ductwork, piping, coils, etc. b. Lifting, rigging, moving and setting of new furniture, equipment and scientific devices. c. Installation of new walls, partitions, doors, windows, suspended ceilings, flooring and finishes. d. Removal, storage or disposal of material removed or demolished under a given task. e. Asbestos abatement (when part of an assigned project). f. Structural demolition and construction including foundations, concrete, steel, and other materials used to support structures and heavy weight equipment. g. Site work including general excavation and construction of utility systems, manholes, site grading, fencing, landscaping, paving, walkways, and roadways. h. Assembly or disassembly, moving, and reassembly of laboratory and/or office equipment and furniture when associated with construction. 2. Mechanical work such as: a. Demolition and installation of plumbing systems, heating/ventilating/air conditioning (HVAC) systems, fire protection systems, control systems. b. Demolition and installation of special lab exhaust and process support utilities such as compressed air (15# and 100#), vacuum, natural gas, hot and cold water, potable water, laboratory waste, chilled water, and pure water systems. c. Demolition, removal, disposal and installation of scientific research equipment including associated special lab and process support utilities and exhaust systems. d. HVAC air and water test and balance and/or certification of chemical fume hoods, clean room environments and other devices as required. e. Install safety showers, eye wash stations, and other protective equipment for laboratories and workshops. f. Installation of environmental chambers or mini clean room environments. g. Removal and installation of building, piping and ductwork insulation. h. Troubleshooting, upgrades, repairs and/or maintenance of HVAC system components, building and site utility systems, and central utility plant equipment. 3. Electrical work such as: a. Electrical demolition and installation of low and medium voltage power service and distribution, uninterruptible power supply (UPS) systems, emergency generators, lighting, alarms, toxic gas monitoring systems, Direct Digital Controls (DDC), Simplex Fire Alarm, communication systems, equipment interlocks and special electrical systems. b. Installation or modification of electrical branch circuits from 120 Volt single phase up to 208 Volt three phase, utilizing EMT, rigid conduit, and wire-mold raceway systems. c. Installation or modification of 277/480 Volt service. d. Installation or modification of interior and/or exterior lighting (120 V to 277 V), including re-lamping and ballast replacement. e. Installation of transformers, panel boards, motors, and various other electrical equipment and devices. f. Install exterior power distribution systems, with concrete duct banks. g. Troubleshooting, identify, and repair electrical faults and problems and/or support the maintenance of electrical system components and devices such as street lights, transformers, switchgear, panel boards, and distribution systems. 4. Roofing work such as: a. Repair existing EPDM, TPO single ply, or built-up with gravel topped roofing systems including the installation of new tapered insulation and new multi-ply built-up roof, new roofing edge metal and flashing and replacing or repairing existing roof drains. The scope will NOT include any of the following activities: 1. Infrastructure additions such as new buildings or additions to existing buildings. 2. Telecommunication and data center installations beyond the requirements necessary to support the needs of an assigned project. 3. Single trade stand-alone projects such as: a. Asbestos abatement. b. Moving and/or rigging. 4. Projects and tasks not requiring engineering design, analysis or calculations 5. Projects in the NIST nano-fab research laboratories.
