The Federal Aviation Administration (FAA), Mike Monroney Aeronautical Center (MMAC), Oklahoma City, Oklahoma, is conducting a market survey to identify sources capable of meeting the FAA s requirement for a PCIe Digitizer. This requirement shall be acquired as a commercial level form, fit, and function item to replace obsolete hardware in the ASDE-X Surface Surveillance System. The attached requirements and specifications document is provided to ensure successful operation of the ASDE-X Surface Surveillance System. The North American Industry Classification System (NAICS) is 423430, with a size standard of 250 employees. The Contractor must furnish all labor, tools, parts, software/hardware/firmware, expendable and consumable items, and other technical and administrative support as necessary to provide the PCIe Digitizer. The responses to this market survey will be used for informational purposes only. This is not a screening information request or request for quote of any kind. The FAA is not seeking or accepting quotes at this time. The FAA will not pay for any information received or costs incurred in preparing the response to the market survey. Therefore any cost associated with the market survey submission is solely at the interested vendor s expense. Statements of interest and capabilities from small businesses, service-disabled veteran-owned small businesses and 8(a) certified firms, capable of meeting the requirement as described above is encouraged. This market survey is also being conducted in order to obtain the information necessary to determine whether adequate competition exists among small businesses, service-disabled veteran-owned small businesses or 8(a) certified firms. In order to make this determination the FAA requires the following from interested vendors: 1. Capability Statement - This document should identify: - Type of services and products provided by your firm - Number of years in business 2. Clearly state whether you can meet the PCIe Digitizer requirements specified above. All responses to this market survey should be received by 2:00 p.m. Central (Oklahoma) Time, Monday, October 23, 2017. The FAA prefers that all submittals, including attachments, be submitted electronically to the Contracting Officer using the following email address: Kathleen.D.Islas@faa.gov. Please include MARKET SURVEY RESPONSE: PCIe Digitizer in the subject line of your email. Information provided will not be released however please mark PROPRIETARY on all documents submitted as necessary. This Notice is for informational purposes for Minority, Women-Owned and Disadvantaged Business Enterprises: The Department of Transportation (DOT), Office of Small and Disadvantaged Business Utilization (OSDBU), has a program to assist small businesses, small businesses owned and controlled by socially and economically disadvantaged individuals, and women-owned concerns to acquire short-term working capital assistance for transportation-related contracts. Loans are available under the DOT Short Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $750,000.
