- Defense Logistics Agency (DLA) Philadelphia plans to award a five (5) year (5 base years and no option periods) firm fixed priced (FFP) Long Term Contract (LTC) under the Boeing Captains of Industry (BCOI) contract, SPRPA1-14-D-002U for the procurement of 100 (20 each per contract year): NSN 1560-015415158, P/N 74A301001-1003, EG Active Electronic Scanned Array (AESA) Radome in support of the F18 E/F Fighter Aircraft. For this effort, the Government intends to solicit and negotiate with Boeing Company, Cage Code 0PXV4, located in Saint Louis, MO, under the authority of FAR 6.302-1. Under the proposed requirement, Boing will provide all the resources to support and furnish effort including labor and material as may be required to manufacture the items specified within this document. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 336413. Based on the market research and Potential Sources Sought (a sources sought notice for this requirement was released in 27 September 2017 without any responses received, except from the Boeing Company), the acquisition will be conducted with Boeing using other than full and open competition as prescribed in FAR 6.302-1, "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements." DLA lacks sufficient technical data to compete this requirement effectively and Boeing possesses the technical capability and the data to produce this item. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. All responsible sources may identify their interest and capability to respond to the requirement or submit proposals, quotations or capability statements. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
