- The Interior Business Center (IBC), Acquisition Services Directorate (AQD), Boise, ID in support of the Department of the Interior's (DOI) Office of Aviation Services (OAS) is issuing Solicitation D17PS000481 for exclusive use, fixed wing, flight services and support utilizing fully-functional aircraft equipped to meet specifications, operated and maintained by qualified personnel in Antarctica and the Arctic, for the National Science Foundation (NSF) in support of the research activities of the United States Antarctic Program (USAP), and NSF ¿s Arctic Program. The primary role for the aircraft in both theaters of operation will be for emergency support, utility transportation services, and ferrying personnel and materials to remote, often unprepared, field locations. The base will be McMurdo Station, Antarctica but will also be used across the Antarctic continent and in the Arctic regions. The contract period will be one base year and four individual option years utilizing up to four light utility aircraft, (such as DHC-6-300, Twin Otters) and two medium utility aircraft, (such as Basler DC-3T). The contractor will be required to demonstrate polar experience in maintaining a small fleet of aircraft at remote locations with limited support capabilities under hostile and extreme operating conditions. The anticipated issue date of the solicitation is on or about October 31, 2017 with a projected closing date of December 1, 2017. This solicitation is being solicited under full and open competition in NAICS code 481219, Nonscheduled Air Transportation, which has a small business size standard of $15,000,000. The Government will award a contract in accordance with the best ¿value trade ¿off instructions of the solicitation. The apparent successful offeror must be registered in System for Award Management (SAM) at SAM.gov in order to receive an award
