Description
This is a sources sought notice for acquisition planning purposes and no formal solicitation exists at this time. All businesses, regardless of size, capable of providing these items are invited to respond to this announcement and submit a capability statement for consideration. Capability statements received will be reviewed to determine a firm's previous experience performing similar work as well as their technical, administrative, management, and financial capability. The capability statements will be reviewed and used to determine an appropriate procurement strategy, in particular whether a set-aside is warranted or an alternate procurement strategy. Proposed Project: The Bureau of Reclamation, Lower Colorado Region has an ongoing requirement for rock stabilization on the steep rock slopes in the vicinity of Hoover Dam and possibly other facilities in various locations. The Government is considering satisfying this requirement with a 5 year term firm-fixed price, Indefinite-Delivery/Indefinite Quantity (IDIQ) type contract. The tasks required by Reclamation include scaling, cleaning, bolting, cabling, meshing, and other methods to improve the stability of the rock. The successful awardee will be responsible for providing all personnel, materials, tools, equipment, and expertise to stabilize the rock slopes designated by Reclamation. Reclamation will provide the successful awardee, specifications, photos of the areas of concern and access to the areas for the contractor to examine during the Request for Proposal period. After an award is made, Reclamation will issue individual task orders on an as needed basis. Task Orders will identify the areas that need to be stabilized, the time period allowed for the work and the methods to be used to stabilize the area. Submittals after contract award may include, but are not limited to, the following: (1)A Health and Safety Job Plan. (2)Technical requirements for surface preparation. (3)Safety Work Permit. All rope access work within Reclamation must comply with our Rope Access Guidelines as described in our Reclamation Safety and Health Standards (RSHS) (see http://www.usbr.gov/ssle/safety/rope.) You are invited to supplemental your previous capabilities statement or submit a new capabilities statement showing how your organization (including as appropriate partners and/or subcontractors) perform work in compliance with the RSHS and SPRAT/IRATA standards. The estimated magnitude of each individual task order is $25,000 to $500,000 with a total contract value estimated at $5,000,000 over the 5 year performance term. Capability Statement/Package Sources should submit statements showing their experience and ability to perform the principal components of work listed above and must demonstrate compliance with Society of Professional Rope Access Technicians (SPRAT) or Industrial Rope Access Trade Association (IRATA) safety and certification standards. All personnel performing work access work shall have appropriate certifications; and all work shall be performed under the safety oversight of an individual holding a current SPRAT/IRATA Level III Certification. Interested sources are welcome to submit a capability statement package to include the following information: 1. Capability statement shall address your company experience performing the work listed above and identify available resources (specifically equipment & trained personnel) for performing this type of work. 2. Contractor must have sufficient financial and management capability to assure bonding up to $5000,000.00. 3. Provide your business name, address, point of contact, phone number and email address. 4. Provide your business size & type: 8(a), HubZone, Service Disabled Veteran, Women Owned, Small Business or Large Business, etc. 5. The capability statement shall demonstrate that your company is capable of performing under a contract of this magnitude and complexity. Please provide a list of ALL RELEVANT projects (projects of a similar size, scope, and complexity of the proposed project are considered relevant), either Government or commercial, performed within the last three (3) years, with a brief description of the project; contract number, project title, dollar amount, timeliness of performance, and customer satisfaction. Include the customer's name, address, telephone number, e-mail address, and points of contact with phone numbers. Indicate whether or not you were the prime contractor, and, if you were a subcontractor, provide the name and point of contact information for the prime contractor. Include the percentage of self-performed work, how the work was accomplished, and the performance rating for the work. Information provided by industry in response to this announcement is voluntary. The Government will not pay for any information submitted in response to this sources sought. The applicable North American Industry Classification (NAIC) code is 237990 - Other Heavy and Civil Engineering Construction and the Small Business Size Standard is $36.5 Million. Interested sources should submit their capability statement on or before 2:00 PM local time, November 1, 2017.
