Description
The Defense Logistics Agency, Aerospace Energy intends to solicit on a Competitive, 100% Small Business Set-Aside basis for the Hazardous Material Disposal of approximately 25,000 pounds of Monomethylhydrazine (MMH), 88,000 pounds of Unsymmetrical-Dimethylhydrazine (UDMH), and 2,500 pounds of Aerozinehydrazine 50, (Aerozine 50, or A-50). Aerospace Energy has had these products in storage for several years; they are now off-specification and no longer suitable to sell to its customers or are excess and no longer needed. DLA Disposition Services will not accept Hydrazine, a Hazardous Material, for disposal. The recommended methods of destruction for hydrazine are liquid injection incineration, fluidized bed incineration or chemical neutralization. The estimated Period of Performance is approximately six months from 1 December 2017 to 30 May 2018, more disposal time can be allotted, if needed; however, all products for disposal must be removed from DLA Energy's Hydrazine contractor's site by 31 March 2018. The Government intends to award up to three Firm Fixed Price contracts using Federal Acquisition Regulation (FAR) Part 12, Commercial Acquisition procedures. Award will be made to the offeror(s) determined to be the Best Value to the Government, price and other factors considered, using the Lowest Priced, Technically Acceptable Source Selection Procedures. The solicitation will be issued on or about 16 October 2017 and will be posted to the FedBizOpps web page (http://fbo.gov/). If you do not have Internet Access, a hard copy of the solicitation may be requested. Only written, emailed, or faxed copies received directly from the requester will be acceptable. All Small Business sources may submit a proposal, which will be considered by the agency.
