- JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION NOTICE OF INTENT TO NEGOTIATE A SOLE-SOURCE CONTRACT The US Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Office of Marine and Aviation Operations (OMAO), requires completing work associated with the Periodic Safety Test Procedure (PSTP) as required by ABS and USCG on the NOAA Ship Ferdinand Hassler. These services will be provided by Richardson Electrical located 17 Batchelder Rd, Seabrook, NH. 03874.Regulatory Bodies (ABS and USCG) require periodic testing of the electrical distribution system on board a ship. This testing includes power generating equipment, switchboard, pumps, motors, transformers, cabling, associated appurtenances, etc. Further, lifecycle maintenance of this equipment must also be performed in a safe way. The testing procedure and maintenance guidelines are outlined in a PSTP. The PSTP is a unique document that is customized for each ship. The PSTP delivered with the ship was unsafe and was ultimately disapproved by the USCG. A significant amount of engineering effort has been expended to evaluate the as-built condition of the ship, the drawings, and the PSTP to bring the PSTP up to requirements. The SOW associated with this PO request is to perform the industrial work to bring the PSTP up to code and is the end of a long string of related efforts. Richardson Electric was hired (Contract: EA-133M-16-SE-0480) previously to evaluate the PSTP and the as-built condition of the vessel and then make recommendations for updating the ship and the PSTP. The requirements are as follows: • Execute the recommended actions in the updated PSTP (updated PSTP written by Richardson Electrical under previous PO) • Update the PSTP to incorporate the recommended updates. • Update effected AutoCAD drawings. • Perform final ship check to ensure satisfactory operation of recommended updates. • Perform crew training of proper testing using the PSTP as a guide. All items shall be service/delivered to the NOAA Ship Ferdinand Hassler currently located at 29 Wentworth Road New Castle, NH 03870 The Government is not aware of any other vendors that can provide this specialized service while also meeting all of the requirements listed above. The intended procurement is for support services for the NOAA Ship Ferdinand Hassler PSTP. The Government intends to acquire services under the guidelines of FAR Part 13, Simplified Acquisitions Procedures and FAR Part 12, Commercial Items. The Government intends to solicit and negotiate with Richardson Electrical under the authority of FAR 13.106-1(b)(1)(i).The North American Industry Classification Code (NAICS) for this acquisition is 336611, Ship Building and Repair with a business size standard of 1250 employees. This is not a solicitation for competitive quotes. However, if any other interested party believes that it can meet the requirements, it may submit a statement of capabilities, which if timely received, will be considered by NOAA. A statement of capabilities must be received by 5:00 PM EST on October 19, 2017. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Evidence must be provided of ability to provide the required services. The capability statement and any other information furnished must be in writing and must contain material in sufficient detail to allow the Government to determine if the party can meet all of the requirements. Capability statements and related materials must be e-mailed to Alexander Cancela at alexander.cancela@noaa.gov by 5:00 PM EST on October 19, 2017.
