- Page 3 of 3 This is a Sources Sought Notice for the following services related to VA Medical Center, Manhattan NY project 630-18-103; Renovate Patient Ward 4S. The VA Medical Center, Manhattan, New York is seeking professional engineering firms, under NAICS code 541310 to provide A/E professional services to prepare basis of design, executive summary reports, design development drawings, contract drawings, specifications, cost estimates, and construction period services for the VA Medical Center at 423 East 23rd Street, New York, NY. PROJECT SCOPE: Gut renovate 4th floor South Wing in Main Building One (1) for surgical patient wards. Convert all rooms into single patient rooms to meet the VA s guidelines to provide patient privacy. Meet with clinical staff to determine the needs of the different units and functions. Gut renovation will require some of the following: provide an ante room for isolation rooms, Med room, more storage, main nurse s station, new lights, ceiling, floors, doors and hardware, paint, hand rails, cove base, bedside computers, TVs, nurse call system, MEP, phasing plans (including swing space), commissioning, architectural plans with furniture, fixture and equipment plans and layouts, etc. Submit with each submission the A/E checklist with comments. See AE submission instruction for minor and NRM Construction programs Program Guide pg-18-15, volume C. http://www.cfm.va.gov/contract/aeDesSubReq.asp. Provide a report to include executive summary, design methodology, options, comparison. Design in accordance with standards and codes mentioned. Provide briefing, design alerts for the function of this space, VA Space planning criteria, HVAC requirements, MEP, phasing plans, commissioning, etc. A/E SCOPE OF SERVICES Provide investigative and schematic design services, construction documents, working drawings, specifications, cost estimate, shop drawing review, and construction period services as required for Bridge Rehabilitation as described herein, including all Engineering Services and Architectural work associated with this project. Provide contract specifications utilizing the VA Master Specifications (supplied to the VAMC Manhattan on a CD rom or through e-mail in MS Word format) edited to remove all impertinent specifications for this project. Attend design review meetings and make all necessary site visits during design to gather information necessary from the existing sites, building plans, utility plans, etc. to provide a complete assessment of the proposed work. Assess the intent and scope of this project and work with the Medical Center staff to develop a final design and cost estimate to best suit the needs and constraints of the government, while incorporating VAMC Manhattan Engineering Service, VA Network 2, or any other government comments. Provide four (4) sets of Architectural E1 (30 x42 ) size working drawings, specifications, and cost estimate at the 50%, 70% and the 100% design review stage. Also provide, four (4) sets of drawings stamped by an Engineer licensed in the State of New York, specifications, and cost estimates at final design submission. Additionally provide electronic copies of the final design submission in both AutoCad and PDF formats. (AutoCAD format must be no earlier than AutoCAD 2006 version and no newer than AutoCAD 2012.) Project completion of construction documents, including final design, contract drawings, specifications, and cost estimate is to be 340 days from contract award. Provide a detailed material/ labor cost estimate for construction of this project at the 100% design review stage. Attend pre-bid job walk and provide all engineering responses in writing to questions asked by potential bidders and issue an addendum, if necessary. Provide a technical review of all project submittals/shop drawings related to the Project. Provide all required responses in writing to any design/conflict questions encountered in these areas during construction in an expeditious manner. Upon completion of the project, provide (2) sets of stamped Architectural E1 (30 x42 ) as built drawings, as well as in AutoCad and PDF formats. Provide services of CIH (if applicable) for asbestos abatement documents, sampling, air monitoring, drawings. A/E must meet and survey the nurses to meet their needs and concerns. Information Security and Privacy Training All contractor employees and subcontractors participating under this contract or order, to provide installation, training or service repairs are required to complete the VA's Privacy and Information security training requirement VA Privacy Training for Personnel without Access to VA Computer Systems or Direct Access or Use to VA Sensitive Information Contractors must provide signed certifications of completion to the designated COR or POC during each year of the contract. This requirement is in addition to any other training that may be required of the contractor and subcontractor(s). All designs shall comply with applicable sections of VA publications, Planning Criteria for Medical Facilities, H-08-09; and Equipment Guide List, H-08-5: also NFPA, OSHA, ANSI, JCAHO, VA standards and other applicable Federal, State and local code requirements, including UBC. A/E shall be responsible for complete functional design and provide bid documents meeting all the requirements. Ownership of the Construction Criteria Base (CCB) software is required. Provision of the text of specifications named in the construction specifications by reference shall be performed by the A/E as part of this contract. Applicable chapters of VA Master Construction Specifications shall be prepared by the A/E, including any necessary adaptations. VA Construction Standards, H-08-3, shall apply to specific design requirements. Particular attention is called to CD4, Symbol Identification of Contract Drawings, and CD5, Contract Drawings Details. Equipment symbols shall be utilized to the greatest extent practicable. The A/E shall carefully review all requirements of the latest edition of the Accreditation Manual for Hospitals of the Joint Commission of Accreditation of Hospitals, with respect to design and operating requirements and report all conflicting conditions in writing. Designs for the accommodations of the physically handicapped shall conform to VA H-08-13, Barrier Free Design Handbook and VA Construction Standard CD-28, Accommodation for the Physically Handicapped. The following evaluation criteria will be used during the A/E selection process: 1. Team proposed for this project; 2. Proposed management plan; 3. Previous experience of team proposed for this project; 4. Location and facilities of working offices; 5. Proposed design approach for this project; 6. Project control; 7. Estimating effectiveness; 8 Miscellaneous experience and capabilities; 9. Awards & recommendations; 10. Insurance & litigations. The applicable NAICS code is 541310. This acquisition for design services will be a 100% set aside for service disabled veteran owned small business concern (SDVOSB). All SDVOSBs must be verified by the Office of Small and Disadvantaged Business Utilizations Center for Veterans Enterprise (CVE) through www.vetbiz.gov before award. SDVOSB firms desiring consideration must have a working office located within 300 miles of the Manhattan, New York city limits and be licensed in New York State. All interested SDVOSB A/E firms are invited to submit Standard Form 330, Architect Engineer Qualifications and for any consultants, on SF 330 Extra Sections E and F.
