- This is a Sources Sought Notice for the following services related to VA Medical Center, Batavia NY project 528A4-16-205; Improve Potable Water Distribution System. The VA Medical Center, Bath, New York is seeking professional architecture and engineering firms, under NAICS code 541310, to provide investigative and schematic design services, construction documents, working drawings, specifications, cost estimate, shop drawing review and construction period services as required to Improve Potable Water Distribution System. A/E Statement of Work Improve Potable Water Distribution System Project 528A4-16-205 GENERAL The Architectural and Engineering Firm (hereafter referred to as A/E) shall provide Parts 1A, 1B (Design Services), Part 2 (Construction Period Services) associated with the development of drawings and specifications for the Improve Potable Water Distribution System at the Batavia Campus, VA Western NY Healthcare System (VAWNYHS) Batavia Campus, 222 Richmond Avenue Batavia, NY 14020 (hereafter referred to as Batavia VAMC). These services shall include developing all drawings, phasing/impact on medical center, and comprehensive construction cost estimate necessary for all required work. The estimated construction cost estimate for the project is between $1,000,000 and $5,000,000. The period of performance for part 1A and 1B services is 300 days. The A/E is responsible for the development of an independent construction estimate for construction bidding. The A/E shall advise the Contracting Officer (hereafter referred to as CO) in writing if the anticipated cost of the project is considerably different from the government estimate; which is to be provided to the successful A/E. Access to the VA shall be coordinated through the VA Contracting Officers Representative (hereafter referred to as VA COR). There are locations on the campus that are very sensitive and the VA COR will have to gain permission approximately 3 weeks in advance. PROJECT DESCRIPTION The Batavia VAMC is requesting services provide design services and construction documents (drawings, specifications and cost estimates) for construction services to improve the potable water distribution system for Building(s) 1, 2, 3, 4, 5 and 6. Design Parameters for each Building Replace domestic cold water, domestic hot water and hot water recirculation piping that are antiquated or in disrepair with piping that meets current codes and VA design criteria. Much of the pipe on our campus is steel piping as opposed to copper as it is dated. Remove asbestos containing insulation on domestic hot water and hot water recirculation piping. Remove and replace all insulation that that is in disrepair. Improve hot water recirculation and hot water distribution. Update as-built drawings for all buildings in this contract including but not limited to; cold water, hot water, hot water recirculation, and for the four (4) separate projects indicated below [ 1) Mixing Valves Project 2) Remove Dead Legs Project 3) Instantaneous Water Heaters Project 4) Outpatient Clinic Bathroom Renovation]. Refer to Recent Projects. Provide a direct injector port for chemicals and test port (either for each building or campus wide). The direct injection port may be both hot and cold or just cold (to be discussed during design). The chemical system to be used shall be discussed during the design. All work for this design shall be as per VHA Directive 1061 (provided). Design a water monitoring system for both buildings to monitor both domestic hot, hot water recirculation and cold water. This system shall be integrated into our building management system. The monitoring point for this system will logged and recorded from our Boiler Plant Building 11 and one other point on campus. The parameters for the water monitoring shall include but not limited to; Temperature Flow pH Level Chlorine Level Recent Projects That Relate to This Project This project shall update the as built drawings for the four (4) recent projects that have modified our existing potable water distribution system. These four (4) projects shall also be as a reference for this design project. The contractor shall be responsible to update the as built drawings for these four (4) projects for our VA records. Add Mixing Valves This project is currently added mixing valves throughout building 1 and building 5 and was awarded to a contractor in March 2017. The locations to add mixing valves to buildings 1 and 5 were based on a survey/design that Bergmann Associates completed in October 2016. The project was called the VISN 02 WATER SAFETY PROGRAM PROJECT and the project number was 528A4-15-208. The drawings have been provided as part of this contract for design reference. The VA is in the process to add approximately (155) mixing valves throughout building 1 and (18) mixing valves in building 5. These mixing valves are added so that the temperature of the water can be increased to 140 degrees Fahrenheit. Remove Dead Legs This project to remove dead legs, some fixtures and abate/replace old pipe insulation was awarded to a contractor in April 2017. The locations to remove dead legs in buildings 1 and 5 were based on a survey/design that Bergmann Associates completed in October 2016. The project was called the VISN 02 WATER SAFETY PROGRAM PROJECT and the project number was 528A4-15-208. The drawings have been provided as part of this contract for design reference. The VA is in ready to award a construction project to remove some domestic water dead legs in both building(s) 1 and building 5. This project will also remove some fixtures that we will not be using any longer. There is a substantial amount of asbestos in the crawl space in building 5 that will be abated. Piping in building(s) 1 and 5 will be cut and capped and abandoned in the walls as dead legs, the purpose is to remove water from piping that is NO longer used. Instantaneous Water Heaters in Building 1 The VA is about to award an instantaneous water heater construction project to replace the two (2) water tanks in building 1 only to instantaneous water heaters. Outpatient Clinic Bathroom Renovation Building 1 The VA is about to award an Outpatient Clinic Bathroom Renovation. This renovation will add a female bathroom on the ground floor and a private bathroom in the clinical area of building 1 only. Site Survey Pre-Bid: The A/E will have to conduct a brief site survey of the campus and this will be arranged through the CO and conducted as a group or individually as per the CO. The A/E will have access to our limited as-built drawings but the drawings shall not leave the document room under supervision by the VA COR or with written permission by the VA COR. Award: The A/E who is awarded the project will have to survey the entire campus coordinated through the VA COR to generate plans and as-built drawings or record drawings of our domestic water systems. As Built Drawings Part of this project is for the AE to generate as built drawings for domestic cold, hot and hot water recirculation for all buildings in this contract. The drawings that Bergman Associates have completed will assist with buildings 1 and 5 however; you will have to work with our existing plans that are not on CAD and survey the existing conditions to develop as-built drawings for all of the buildings (1, 2, 3, 4, 5 and 6). The AE shall incorporate all four recent projects into these as-built drawings as indicated above. Asbestos Related to the Project This project will provide asbestos removal services to support this work of this project with the exception of air monitoring during abatement. The air monitoring will have a separate contract not related to this project. All other work will be incorporated into this project including but not limited to; Survey and test conditions where abatement will be necessary. Provide abatement bid documents; drawings, specifications, cost estimates and a report. Review abatement submittals. Review abatement change orders. SCOPE OF WORK: PART 1A Services The A/E scope of work for PART 1A services (Schematic/Investigative services) shall include, but is not limited to the following: The A/E shall conduct intense, on-site design sessions/meetings. The A/E team shall work closely with key VA staff to develop the schematic design for the project. The schematic design is an iterative process where the A/E obtains client input, refines the design, and then presents the updated design for client feedback/approval. The Contractor shall assess existing systems for adequacy and incorporate Medical Center comments for their improvement. The A/E shall conduct field investigation as necessary to confirm routing of existing utilities and constructability of the concepts. The goal of the schematic design is to obtain Medical Center approval of a basis of design for the project and finalize, or freeze critical design parameters, including: Plans (functional layouts) Equipment List and Layouts Construction Estimate Design and Construction Schedules The design shall be based off current codes including but not limited to; Current version of VA Fire Protection Design Manual 6th edition (or current edition), National Fire Protection Agency, National Electric Code, The Joint Commission, OSHA, American National Standards Institute, American Society of Heating Refrigeration and Air Conditioning Engineers and any other codes. Refer to the VA design guidebook and specification from the Technical Information Library www.cfm.VA.gov/til. The A/E shall perform all hazardous material investigation and analysis if necessary to complete the project. If necessary; Asbestos investigation shall be in accordance with 12 NYCCR Part 56. Lead Investigation shall be in accordance 29CFR-1926.62. During the Schematic Design process the A/E shall develop and submit a preliminary construction cost estimate and schedule for all required work. Attend a design meeting at the 30% for the purpose of finalizing/freezing the design basis and program requirement for the project as well as periodically provide the VA with the status of design. The A/E shall provide meeting minutes within 1 week of the meeting to document the outcome. Preliminary Study submission shall include an Executive Summary summarizing recommendations and any options selected by the VA. Report shall also include life safety analysis complete w/NFPA section(s). Provide detailed calculations complete with back up documentation for all designs. Schematic Design Submission Schedule Within one (1) week of meetings, the A/E shall provide meeting minutes and supporting materials such as room list, functional plans, equipment lists or layouts, and design narratives to document the basis of design, design schedule for 1A and 1B and program approved by the Medical Center at the meeting. For the 30% (schematic) provide the following; One (1) set full size bound drawings. One (1) set half size bound drawings. Specifications sections that will be included in the project NOT complete specification sets. One (1) cost estimate hard copy. One (1) electronic CD with all drawings, specifications and cost estimates. The drawings shall be in both AUTO CAD and PDF. The specifications and cost estimates shall be in PDF. A full set of drawings and specifications may be submitted in PDF as one file, however the VA also requests individual files for drawings and specifications. 30% Anticipated work completed including but not limited to; All drawings set up and formatted with proper title block. Existing work to be 75% documented on the plans. 75% of the demolition notes on the plans. Schedules set up on plans for equipment. 25% of the new work indicated on the plans. Specification Sections Identified but NOT edited. There is NO meeting for the 30% submission. The AE shall clearly indicate the plan for this design by the 30% submission and if there is an alternative route for the VA to potentially choose. First Submission (Schematic): 30% Documents shall be submitted to the CO sixty (60) calendar days after receipt of the notice of award. This submission includes programming narrative, drawings phasing recommendations, impact of the construction on the medical center, and construction cost. A review meeting will be held two (2) weeks after the 30% submission. PART 1B Services The A/E scope of work for PART 1B services (Detailed Design, Construction Documents Development) shall include, but is not limited to the following: General Requirements: The A/E shall conduct, on-site design sessions/meetings. The A/E team shall work closely with key VA staff to review and refine the schematic design for the project. The A/E shall assess existing systems for adequacy and incorporate Medical Center comments for their improvement. A/E shall conduct field investigation as necessary to confirm routing of existing utilities and constructability of the concepts. Attend design meetings at the 60% and 90% for the purpose of finalizing/freezing the design basis and program requirement for the project as well as periodically provide the VA with the status of design. The A/E shall provide meeting minutes within 1 week of the meeting to document the outcome. All work shall be accomplished in strict accordance with the latest codes and standards. The A/E shall review and include any/all applicable standards and codes, including, but not limited to; Current version of VA Fire Protection Design Manual 6th edition (or current edition), National Fire Protection Agency, National Electric Code, The Joint Commission, OSHA, American National Standards Institute, American Society of Heating Refrigeration and Air Conditioning Engineers and any other codes. Refer to the VA design guidebook and specification from the Technical Information Library www.cfm.VA.gov/til A/E shall prepare drawings showing system flow (flow diagrams, device outputs, etc.) and control (points list, sequence of operation, etc.) diagrams. Valve and device tags shall in accordance with existing facility naming convention. Development of phasing/impact documentation/plan for the construction documents to mitigate impact on the Medical Center. VA Record Drawings will be provided upon the A/E s itemized request. NOTE: Although the VA makes every effort to keep drawings current to existing conditions, changes and updates are sometimes not recorded. It is therefore the A/E responsibility to perform field investigation and verify of the accuracy of the drawings for the actual conditions. Coordination and verification that proposed work Fire Protection Piping, electrical and Landscape Architecture, etc.), the buried piping will have to be configured with the existing piping that may remain in place (abandoned). Provide final detailed calculations complete with back up documentation for all designs included. A fire and safety review of the design documents will be conducted by the VISN2 Fire Protection and Safety Engineer. The A/E shall send 60% and 90% design documents for review to (provide one (1) hard copy of full size drawings and one (1) set of specifications) : Jeffery Belczak Fire Protection and Safety Engineer VISN 2- VA Healthcare Network Upstate New York 1304 Buckley Road, Suite 303 Syracuse, New York 13212 Tel: (315) 425-4400 x53832 The A/E shall respond in writing to all 3rd party review comments and shall incorporate all required items into the drawings and specifications. The A/E shall develop drawings and specifications to address the findings of the hazardous material investigation. Design documents shall conform to most current Federal Regulations. The A/E shall provide a Submittal and RFI Register in Excel format for the contractor and the VA to use. The A/E with the VA COR shall develop the 010000 General Conditions section of the project specifications from the VHAWNY standard. Items to be addressed in the general conditions include but are not limited to the following: Project submittal procedures. Reporting requirements for tracking amount of material removed during demolition. Notification requirements for rough in, final, and start up inspections. Request procedures for utility shutdown Requirements for weekly meetings and submission of meeting minutes. Submission requirement for employee certification documentation. Daily logs and sign in sheets for Contractors. Work Schedule for Federal Holidays, hours and weekends. The A/E shall also include all NFPA section(s) used to develop drawings. Design Submission Schedule: For the 60% and 90% submissions provide the following; One (1) set full size bound drawings. One (1) set half size bound drawings. One (1) set of specifications bound double sided. One (1) cost estimate hard copy. One (1) electronic CD with all drawings, specifications and cost estimates. The drawings shall be in both AUTO CAD and PDF. The specifications and cost estimates shall be in PDF. A full set of drawings and specifications may be submitted in PDF as one file, however the VA also requests individual files for drawings and specifications. For the 100% submission provide the following; Two (2) set full size bound drawings. One (1) set half size bound drawings. Two (2) set of specifications bound double sided. Two (2) cost estimate hard copy. Two (2) electronic CD with all drawings, specifications and cost estimates. The drawings shall be in both AUTO CAD and PDF. The specifications and cost estimates shall be in PDF. A full set of drawings and specifications may be submitted in PDF as one file, however the VA also requests individual files for drawing and specifications. Provide contract drawings (bid documents) to the CO no more than ten (10) days after 100% submission acceptance by the VA. A review meeting will be held two (2) weeks after the 60%, and 90% submission. There is NO planned meeting to evaluate the 100% design submission; however at the 90% submission the design should be substantially complete. The VA will review the 100% submission to assure that all comments are met from the 90% submission. Second Submission: 60% Documents shall be submitted to the CO one-hundred (100) calendar days after receipt of the VA s acceptance of the Part 1A submission 30%, the submission includes selected specifications (edit with a single line drawn through area(s) to be deleted, an asterisk shall be placed next to any new set of instructions and or equipment to be added to the specification), construction submittal register listing Divisions, Sections and submittal types, plans, phasing recommendations, impact of construction on Medical Center, and construction cost estimate. Third Submission: 90% Documents shall be submitted to the CO sixty (60) calendar days after receipt of VA s comments on the 60% submission. This submission includes selected specifications (edit and printed double side), submittal register listing Divisions, Sections, and submittal types, plans, phasing recommendations, impact of construction on medical center, and construction cost estimate. The A/E shall incorporate all VA review comments and VA Safety Officer s comments from the fire and safety review generated by the 60% review. At 90% the design should be substantially complete with only a 10% review remaining. This review in should be the final review by the VA Fire Inspector if documents are accurate. Fourth/Final Submission: 100% Documents shall be submitted to the CO thirty (30) calendar days after receipt of VA s comments on the 90% submission. This submission should be the final bid-documents for solicitation and award of the construction phase of the project. The A/E shall incorporate all VA review comments and VA Safety Officer s comments from the fire and safety review generated by the 90% review. Construction Estimate During the design process the A/E shall develop and submit a comprehensive construction cost estimate and schedule for all required work. The estimated construction cost is between $1,000,000 and $5,000,000 and a more precise estimate will be provided to the successful A/E firm. Design Schedule: During the design process the A/E shall develop, submit and periodically update the design schedule for parts 1A, 1B, and Part 2 Construction Period Services PART 2 Construction Period Services The A/E s scope of work for PART 2 services shall include, but is not limited to the following: Site Visits - The A/E shall make periodic site visits to the project site and discuss progress. The A/E shall provide a site observation report (meeting minutes) within one (1) week of the walk though. Price shall be based on five (5) site visits, one of which has to be a final punch list walk through. Construction Meetings The A/E shall attend (either in person or via telephone) periodic (as requested) construction meetings to discuss progress and address RFIs. The A/E shall review/comment on all project submittals and RFI s. A/E shall provide a written response to the VA COR for each submittal/RFIs within ten (10) days. The A/E shall review hazardous material work/abatement plans and hazardous material disposal manifest for compliance to the project documents and applicable regulations. The A/E shall provide cost estimates for any existing conditions and/or unforeseen conditions that result in change orders which shall include labor, material, profit/overhead, etc. The A/E shall produce As-Built drawings from the field markups obtained from the A/E and during periodic field visits and meetings. End of Statement of Work The applicable NAICS code is 541310. This acquisition for design services will be a 100% set aside for service disabled veteran owned small business concern (SDVOSB). All SDVOSBs must be verified by the Office of Small and Disadvantaged Business Utilizations Center for Veterans Enterprise (CVE) through www.vetbiz.gov before award. SDVOSB firms desiring consideration must have a working office located within 300 miles of the Batavia, New York city limits and be licensed in New York State. All interested SDVOSB A/E firms are invited to submit Standard Form 330, Architect Engineer Qualifications and for any consultants, on SF 330 Extra Sections E and F.
