Description
Uninterruptible Power Supply (UPS) battery replacements at VA Pittsburgh Healthcare System. The batteries supply power to UPS units located throughout the University Drive and Heinz Campuses of the VA Pittsburgh Healthcare System (VAPHS). The UPS units primarily serve critical Information Technology (IT) equipment and systems to prevent power loss during a utility power outage. The IT equipment includes work stations in patient care areas, prescription drug dispensing systems, physical access to rooms, panic alarm systems and many other systems that have a computer/IT component. The units in need of batteries were identified during the semi-annual UPS inspection conducted by Unified Power under services Contract VA244-15-Q-1205. The inspection was conducted during the week of 8/21/2017 and the final report was received by VAPHS on 8/30/2017. Minor repair of UPS units is included in the service contract but battery replacement is not included. Unified Power performed tests and inspections to identify the batteries that require replacement and would test and verify correct operation of units following battery replacement. Contractor shall work with VA Contracting Officer Representative (COR) and VA Office of Information and Technology (OI&T) to coordinate work schedule and access to VA data closets to perform work. All work performed must be by trained certified technicians and in accordance with manufacturer s recommendations. Specific Requirements Provide all labor, material, travel and equipment necessary to replace a total of 727 batteries in seventy-four (74) UPS units at VA Pittsburgh Healthcare System (VAPHS). Addendum 1 is the detailed list of batteries to be replaced. Summary of work is as follows: Labor and (36) batteries to repair MGE Galaxy 5000 UPS Batteries (691) of various capacities and configuration Labor to remove, replace and recycle (691) batteries Work shall include replacement of batteries, repairs and adjustments to restore UPS units to original equipment manufacturer s specifications, completely clean and service unit, test unit and submit a report of findings. Work shall include the transportation and movement of new batteries and all other materials from the delivery truck to the final installed location. Work shall include the movement and transportation of all replaced batteries and other materials to the contractor s truck and off VA premises. Work shall include the removal from the VA site of batteries and all other materials being replaced. Final disposition of these items shall be in accordance with all applicable Local, State and Federal regulations. Contractor is to provide documentation to prove that either disposal or recycling of these items was done in accordance with all applicable regulations. The full cost of either disposal or recycling is the Contractor s responsibility. New UPS equipment batteries and any other replaced components shall be tested after installation to ensure operation in compliance with the original equipment manufacturer specifications.
