- N00164-18-R-JQ42 - SOLE SOURCE - PRECISION STRIKE PACKAGE GUIDED MUNITIONS CARGO DOORS - FSC/PSC 1680 - NAICS 336413 Issue Date: 10 OCT 2017 - Closing Date: 27 OCT 2017 - 2:00 PM EDT Naval Surface Warfare Center (NSWC) Crane has a requirement for Precision Strike Package (PSP) components, integration, test, training, and other engineering support for AC-130J aircraft. This procurement will include Stand-off Precision Guided Munitions Cargo Doors and Sensor Conversion Units specific to the PSP and AC-130J aircraft. The proposed contract action is for the supplies and services for which the Government intends to solicit and negotiate with one source, Sierra Nevada Corporation (SNC), under the authority of FAR 6.302-1 Only One Responsible Source. The basis for restricting competition is the lack of sufficient technical data, restricted software rights, duplicative cost to the Government that is not expected to be recovered through competition, and unacceptable delays in fulfilling the agency requirement through another source. This will be a Firm-Fixed Price (FFP), five (5) year Indefinite-Delivery Indefinite-Quantity (IDIQ) contract with an estimated value of $42,300,000. All responsible sources may submit a capability statement which shall be considered by the agency. However, a determination by the Government not to compete with this proposed contract based upon responses to this solicitation is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Contractors must be properly registered in the System for Award Management (SAM). All changes that occur prior to the closing date will be posted to the FedBizOpps website. For changes made after the closing date, only those offerors that provide a proposal will be provided any changes/amendments and considered for future discussions and /or award.
