- Information is requested on the availability of a system for measuring the sky between 300nm and 12000nm wavelength regions. This system is envisioned to have 4 separate components: 1. Spectral 2. Ultraviolet (UV) 3. Visible 4. Long-wave Infrared (LWIR) Each of these components will be capable of providing radiometric measurements of the sky within their domain of measurement. SYNOPSIS: THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes - it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the Government to contract for any supply or service. Further, at this time, the Navy is not seeking proposals and will not accept unsolicited proposals. Respondees are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party's expense. Not responding to this RFI does not preclude participation in any future RFP, if issued. If a solicitation is released, it will be synopsized on the Federal Business Opportunities (FedBizOpps) website. It is the responsibility of the potential offerors to monitor these sites for additional information pertaining to this requirement. BACKGROUND: The Patuxent River Infrared Measurement team (PRISM) performs radiometric measurements of aerial targets for the Navy and other customers. A large contributor to these measurements is the sky. PRISM is interested in a full-spectrum sky survey system capable of periodically measuring sky conditions during data collection missions. The desired system would measure the sky autonomously for a set duration or indefinitely and store the data in a raw format for later processing. The spectral regions specified with a 30Hz update rate should provide live data during missions to facilitate non-cooperative target tracking using the sky measurement data. SYSTEM REQUIREMENTS: Spectral UV Visible LWIR Spectral Region 300-12000nm 300-450nm RGB 8-12um Spatial Resolution <5° <.5° <.1° <.1° Update Rate (Minimum) 1/300 Hz 1/300 Hz 30Hz 30Hz Spectral Resolution At least 4 nm N/A N/A N/A 1. Each component will be capable of measuring the entire sky hemisphere once per update period. 2. Data should be compatible with collection via PC (via Ethernet, GigE Vision, CameraLink, USB). All data should be time-stamped and calibrated in space and radiance. PURPOSE: The requested information is to discover available systems and vendors, estimate the price of such systems, estimate the lead time of such systems, and discover alternate solutions. RESPONSE REQUIREMENTS: 1. Information on alternative solutions and similar systems is also requested. 2. All responses should include potential sources for such a system. 3. Budgetary estimates and delivery schedules for an order placed Oct 1 are requested but not required. Interested parties are requested to submit responses in Microsoft Word for Office 2010, Times New Roman 12 font, and are due no later than _27 OCTOBER 2017 by 1400_EST. Responses shall be submitted via e-mail only to chris.a.robertson.ctr@navy.mil & mike.falco@navy.mil. 4. The response shall include the following as a minimum: a) Name, mailing address, phone number, and e-mail of designated point of contact. b) Business type (large business, small business, small disadvantaged business, 8(a)-certified small disadvantaged business, HUBZone small business, woman-owned small business, very small business, veteran-owned small business, service-disabled veteran-owned small business) based upon North American Industry Classification System (NAICS) code 333314-Optical Instrument and Lens Manufacturing. "Small Business Concern" means a concern, including its affiliates that is independently owned and operated, not dominant in the field of operation in which it is bidding on Government contracts, and qualified as a small business under the criteria and size standards in 13 CFR part 121.
