- Business Opportunity Proposals are solicited from qualified applicants for a special use permit to operate and maintain the Fall Lake, Fenske Lake, Birch Lake, and South Kawishiwi Campgrounds. Applicants can apply for authorization to operate any or all of the recreation areas offered in this prospectus. The purpose of this offering is to continue to provide a high quality recreation experience to the visiting public. Selected permittees will be required to pay a fee for the operating of Forest Service facilities on National Forest System land. The fee will be based on a percentage of concessionaire's gross sales minus State and federal taxes. In addition, the permittee will be responsible for all repairs, upkeep, and maintenance. Introduction This prospectus is being issued to solicit applications for a concession campground special use permit to provide high-quality public service in the operation and maintenance of Government-owned recreation facilities located on the Kawishiwi Ranger District, Superior National Forest. The permit will include the following developed sites: Fall Lake Campground Fenske Lake Campground Birch Lake Campground South Kawishiwi River Campground The authorized officer for all campgrounds on the Kawishiwi Ranger District is the Kawishiwi District Ranger. The Forest Service reserves the right to reject any or all bids. Current permits for Fall Lake, Fenske Lake, Birch Lake and South Kawishiwi Campgrounds expire on 12/31/2017. Over the past three years these concessions (all four sites combined) have generated an average gross revenue of $216,884.00 Area Description Three million acres of land, water, rock and trees cover the Superior National Forest. Over 695 square miles of the forest is surface water in addition to more than 1,300 miles of cold water streams and 950 warm water streams. Fish species such as walleye, northern pike, bass, crappie, lake trout, brook, and rainbow trout can be found in abundance in these waters. The northern forest community thrives with pine, fir, spruce, aspen, and birch trees and is home to numerous wildlife species including deer, moose, gray wolf, and black bear. The Superior National Forest has 23 campgrounds available to meet the various needs of visitors and provides year-round recreational opportunities. The most popular season of use is from mid-May through September. Recreation activities include camping, canoeing, fishing, hunting, hiking, biking, picnicking, ATV riding, and driving for pleasure during fall colors. During the winter months, popular outdoor activities include cross country skiing, snow shoeing, snowmobiling, dogsledding, and ice fishing. The Kawishiwi Ranger District where the campgrounds are located is in northern Lake and St. Louis Counties in northeastern Minnesota. The Boundary Waters Canoe Area Wilderness (BWCAW), which is a part of the Superior National Forest, attracts more than 250,000 visitors per year for day and overnight use. The BWCAW is the largest designated wilderness in the eastern United States with 88 entry points, 2,000 campsites, over 1,000 lakes and over 800,000 acres of land. All campgrounds on the Superior National Forest are within short driving distance to one of the many popular wilderness entry points. Market area : Most campground visitors are from Duluth, Minnesota; Superior, Wisconsin; and the Minneapolis/St. Paul, MN area along with use by local residents. Description of campgrounds : The following is a general description of each recreation site included in this prospectus: 1. Fall Lake Campground : Location: Township 63 North, Range 11 West, Sections 10 and 15. The campground is about eight miles northeast of Ely, MN. From Ely go east on MN 169 for five miles which then turns into Lake County (LC) 18 (also called the Fernberg Road). After one mile on LC 18, turn left (north) on LC 182 which terminates after two miles at the Fall Lake Campground. The public boat access at Fall Lake Campground is also a popular BWCAW entry point. The campground has numerous amenities including electrical hook-ups, shower buildings, group sites, interpretive displays, a public beach, and a hiking trail. More specifically, this campground has 64 campsites each with a fire grate or ring, picnic table, tent pad, parking spur, and numbered site post. Most sites have either 30 or 50 amp electric pedestal hook-ups. There are eight walk-in tent sites without electric hook-up and there are two group sites with pavilions and multiple electric hook-ups. There are four shower buildings throughout the campground that contain shower stalls, flush toilets, sinks, mirrors, and diaper changing tables. Infrastructure for the shower buildings include water storage and pressure tanks, treatment mounds, septic tanks, and lift stations. There is also a campground office and maintenance buildings. Other amenities include a boat ramp, playground, public beach and picnic area, parking lots, and the Stub Lake hiking trail. 2. Fenske Lake Campground : Location: Township 64 North, Range 12 West, Section 30. This campground is located 12 miles NW of Ely, MN along the scenic Echo Trail. From Ely travel east on MN 169 for one mile then north on St. Louis County (SC) 88, also called Grant McMahon Boulevard, for two and one-half miles to SC 116, also called the Echo Trail. Travel eight and one-half miles on the Echo Trail to the campground located on the shores of Fenske Lake. Fenske Lake Campground is located on the rocky shores of Fenske Lake in northern Minnesota and is in an ideal location for base camping or launching daily excursions to other nearby lakes, hiking trails, and adventures along the scenic Echo Trail. Fishing, boating, and canoeing are its biggest draws, as the lake as well as other lakes connected by short portages provide a Boundary Waters type experience for both paddlers and motorboat users. This campground has 15 campsites each with a fire grate or ring, picnic table, tent pad, parking spur, and numbered site post. Other features include a swim beach, picnic area, fishing pier, a large group site, a pavilion, a public boat access, and six vault toilet buildings. Water is provided by one solar pump. 3. Birch Lake Campground : Location: Township 61 North, Range 11 West, Section 19. The campground is located about 13 miles SE of Ely, MN. From Ely go SE on MN Highway 1 for approximately nine miles to Forest Road (FR) 429. Head south on FR 429 three miles to FR 435; then take FR 435 east for one mile to the campground. Birch Lake is a 5,628 acre reservoir that is popular with those who enjoy fishing and boating. The campground has 30 campsites each with a fire grate or ring, picnic table, tent pad, parking spur, and numbered site post. There is also a group site with eight more parking spurs and its own solar well and vault toilet. Water for the rest of the campsites is supplied by a second solar well and a hand pump. There are six other vault toilets and a public boat access on Birch Lake. 4. South Kawishiwi River Campground : Location: Township 62 North, Range 11 West, Section 33. The campground is located about 11 miles SE of Ely on MN Highway 1. The Kawishiwi River is part of the Birch Lake reservoir, a 5,628 acre body of water that is popular for fishing and boating. This campground has 31 campsites each with a fire grate or ring, picnic table, tent pad, parking spur, and numbered site post. All but seven of the sites have 30 amp electric service. The campground also has a group site with electricity that features a beautiful enclosed log pavilion built during the 1930s by the Civilian Conservation Corp, a popular facility for reunions and weddings. Two wells and five vault toilets service the campground which also includes a public boat access, a beach and a picnic area.
