- Notice of Intent to Sole Source Solicitation: #NSC-GEN-R-17-0038 Procurement Type: Pre-Solicitation Title: Online Subscription to POLITICO Pro NAICS Code: 511110 Newspaper Publishers The Executive Office of the President intends to award a Firm-Fixed-Price Purchase Order on a sole source basis in accordance with 41 U.S.C. 3304 (a)(1), when non-competitive procedures may be used, as implemented by FAR 13.106-1(b)(1)(i), only one source reasonably available. The period of performance will be for three years. The objective of this requirement is to procure an online subscription to POLITICO Pro. This is not a request for competitive proposals and no solicitation is available. However, all responsible sources may submit a capability statement, which the government shall consider. The response must be in writing with clear and convincing evidence to support the respondent's ability to provide timely and effective services that would be advantageous to the government. A determination by the government not to compete this action based on responses received is solely within the discretion of the government. The government will not be responsible for any costs incurred by responding to this notice. This is not a request for quotes. The Contracting Officer is Gelila Teshome. A solicitation will not be posted. Capability submissions are due by September 29, 2017, at 7:00pm Eastern Daylight Time, via email ONLY at solicitations@oa.eop.gov. Questions submitted by phone will not be considered.
