Contracting Office Address Department of Commerce, National Institute of Standards and Technology (NIST), Acquisition Management Division, 100 Bureau Drive, Building 301, Room B129, Mail Stop 1640, Gaithersburg, MD, 20899-1640 The National Institute of Standards and Technology (NIST) seeks information on commercial vendors that are capable of providing clean room garments to support nanofabrication activities in the Center for Nanoscale Science and Technology (CNST), NIST's nanotechnology user facility. The CNST clean room is a shared user facility in which the users are required to wear what is commonly known as "bunny suits" on top of their regular attire in order to preserve the cleanliness of the laboratory. NIST intends to award a five-year fixed price contract for the rental of these suits. After results of this market research are obtained and analyzed and specifications are developed for clean room garments that can meet NIST's minimum requirements, NIST may conduct a competitive procurement and subsequently award a Purchase Order. If at least two qualified small businesses are identified during this market research stage, then any competitive procurement that resulted would be conducted as a small business set-aside. BACKGROUND The NIST CNST NanoFab's present clean room garment contract will soon arrive at expiration and we are intending to issue a solicitation for the next five (5) years in FY2018. 1. GENERAL DESCRIPTION: a.The clean room garments shall be class 100 compatible b.Garments shall be picked up at NIST one time per week and laundered. Clean garments that were picked up the previous week shall be returned to NIST. c.Garments will be picked up and delivered to two locations at NIST in Gaithersburg, MD. d.The garments will consist of the following items: i.Coveralls ii.Hoods iii.Boots iv.Frocks 2.FABRIC REQUIREMENTS: a.The clean room garments shall be made from Burlington C-3 continuous filament gridded fabric, or equivalent. 3.INVENTORY REQUIREMENTS a.NanoFab Requirements SmallMediumLargeExtra large2X large3X large4 X large Coveralls6510012560402010 Hoods White3011014080 Hoods Blue20306030 Boots (individual)13022038070 Frocks203030301560 b.Nano Tribology Requirements SmallMediumLargeExtra large2X large3X large4 X large Coveralls101767 Hoods White102352 Boots (individual)224216 4.EMERGENCY BACKUP SUPPLY: The contractor shall be responsible for having an Emergency Backup Supply of all gowning items listed above for the CNST NanoFab cleanroom within a 24-48 hour period. The contractor shall provide the CNST NanoFab cleanroom an Emergency Supply of 75 % of the gowning items listed in item 3 if there is an evacuation of the CNST NanoFab cleanroom. The contractor shall also be responsible for controlling and adjusting the CNST NanoFab cleanroom gowning inventory to accommodate a continually growing research environment. 5.LOST OR DAMAGED GARMENTS COVERAGE The contractor shall offer a program whereby a certain percentage of the inventory may be lost or damaged without additional cost, and any percentage above will be charged at the current replacement rate. 6.DELIVERY: a.The contractor is responsible for delivery of the garments to two locations at NIST, the CNST NanoFab and the Nanotribology Lab, once every calendar week. b.The contractor shall be capable of providing in advance the full name and citizenship of each delivery personnel that will require NIST campus access. For any personnel that are not US citizens or permanent residents, this information shall be provided at least three days in advance. 7.TIMELINE: NIST anticipates issuing a Request for Proposals for the Clean Room Garment Rental no later than the first quarter of fiscal year 2018 (fourth quarter of calendar year 2017), and awarding a Purchase Order no later than the second quarter of fiscal year 2018 (first quarter of calendar year 2018). NIST is seeking responses from all responsible sources, including large, foreign, and small businesses. Small businesses are defined under the associated NAICS code for this effort, 812332 as those domestic sources having a revenue stream of 38.5 million or less. Please include your company's size classification and socio-economic status in any response to this notice. Companies that rent clean room garments are requested to email a detailed report describing their abilities to forest.crumpler@nist.gov no later than the response date for this sources sought notice. The report should include achievable specifications and any other information relevant to your product or capabilities. Also, the following information is requested to be provided as part of the response to this sources sought notice: 1. Name of the company that manufactures the system components for which specifications are provided. 2. Name of company(ies) that are authorized to sell the system components, their addresses, and a point of contact for the company (name, phone number, fax number and email address). 3. Indication of number of days, after receipt of order that is typical for delivery of such systems. 4. Indication of whether each instrument for which specifications are sent to forest.crumpler@nist.gov are currently on one or more GSA Federal Supply Schedule contracts and, if so, the GSA FSS contract number(s). 5. Any other relevant information that is not listed above which the Government should consider in developing its minimum specifications and finalizing its market research.
