- MODIFICATION 9/22/17 Responses to Vendors' Question received On Thursday Sept 21 st, 2017 Question : Under scope of work, bid package B. In subsection L): This item refers to the cleaning of the 4 valves under the vault underneath the tank. Does this refer only to external cleaning or also internal? Please keep in mind that an internal cleaning of the valves will require full draining of the water system, possibly resulting in extended down time of the system even if a temporary tank is installed. Answer : Valves are to be removed, cleaned, serviced and reinstalled. The work is intended to follow the installation of the new tank. Question : Will there be drawings/blueprint provided for the hydraulic system that will be worked on? If so, will they be added with adequate time before bid due date to help provide accurate bids? Answer: No. There are no other drawings available. However: •1 The posted documents include a page showing the site plan of the water tower, well house and interconnecting pipes; and •2. The whole area is flat and is limited to what is shown in the site plan; six houses plus offices. Question: For bidding on package B, is contractor assuming that the auxiliary tank will already be installed? Or should the contractor provide a temporary water storage and supply system to minimize downtime? Answer: The new tank shall be installed and commissioned before site work on package B. The Contractor is NOT responsible for providing a temporary system Question : For package A, is the USIBWC open to suggestions for equivalent water storage systems that may be more efficient and cost effective other that a "pressurized water vessel"? If so what would be the constrains or standards for it? Answer: No. USIBWC is not interested in any alternative proposals. Question : Does the USIBWC have a determined water consumption that needs to be supplied by the new system in package A, or is this parameter responsibility of the contractor to determine? Answer: The new 10,000 tank will meet the water consumption. Determining water consumption is NOT the contractor's responsibility. Question : For package B, does the cleaning of the inside of the tank includes resurfacing and painting (food grade)? Answer : YES. Question : For the period of performance, are the performance periods stackable, in case both bids are awarded to the same contractor? Answer : Yes. Even if the two packages are awarded to two different contractors, package B may not commence site activities until package A is completed. Question : With there being no capacity for additional electrical on the well house, are we to upgrade the electrical to provide enough room for the storage tank and safeguards? Answer: No. The contractor shall communicate ASAP to USIBWC the required upgrade to the electrical system. USIBWC shall get the upgrade executed through the utility company. Question : Are we to add a Cathodic Protection System with associated anodes to the existing water tower? Answer : YES.
