- The purpose of this Amendment is to extend solicitation to 9/25/2017, 5:00 PM Central Standard time by 5:00 PM CST; post additional questions and answers submitted in response to this RFP, clarify Evaluation: Lowest Price Technically Acceptable (LPTA); Offerors must provide Past Performance Information for 2 Contracts (Contract Number and POC contact information). Submit to Ross Futch via email at ross.futch@va.gov The file size limitation per email is 10 megabytes. If you need to submit your proposal in more than 1 email please make sure you identify 1 of 2, 2 of 2 etc.; so, I know that I have received your complete proposal. Award will be made to Lowest Price offeror who meets specifications outlined in Solicitation to include all Amendments with responses / clarifications to questions. ** Key clarification: LINUX is acceptable; in addition to Windows 7 or newer Is a transportable MRI an option for the Clinical Need? Yes, if it meets the specifications in the SOW and answers that were provided in response to questions as clarifications. Are images from the mobile MRI console being sent to a PACS system that you currently use today? Yes What PACS system? Mckesson PACS Many large Enterprise Companies use LINUX because of its security over Windows, for example Cisco, curious why does it need to be a Windows 7 or newer platform? If Windows based 7 or Newer. This means LINUX is Acceptable What specifically is the VA Platform that is not compatible with LINUX? My PACS Administrators are talking with VA Radiology/Central Office in reference to. Often, many systems have Windows base with LINUX running in the background. What is the make/model of your in-house MRI unit? Siemens Espree; Toshiba 1.5 * A determination has been made that LINUX is acceptable Could you provide some clarification specific to the table weight as referenced on page 2 of the Amendment? Minimum Table Weight required is 450 lb. Bore is 60cm *Note: If a patient is not able to fit in MRI based on specifications of MRI; than VA will make other arrangements for Patient to receive MRI. Please confirm that the 10 patients per day minimum is only a guideline? The schedule for the MRI Mobile is 10 slots (which could equate to 10 patients or less with multiple exams). There is one overbook available. Our intent is to fill every slot every day. Please confirm only one shoulder coil is required because it is listed twice? One multi-channel shoulder coil will do. Under Contractor responsibility can you please define in more detail "digital media" for the patient entertainment system. Would you like the patient to be able to watch their own movies or play their own music during the MRI procedure? Most systems provide some music/headphones. If you have a system that a patient s device can be hooked up to, that s great but not a requirement. Under section 3 maintenance-- is it a requirement that the mobile unit be certified by the manufacture? I am not sure how to answer this. Our expectation is that the machine is fully functional and if there is a problem, the vendor will provide immediate support. I assume that when this item was purchased/leased by the vendor for our use that there is some sort of certification that the system is fully functional. Regarding a MRI technologist. We have multiple Government contracts and the vetting process is rarely a timely event, and typically can exceed 45 days. Will your HR and VETPRO team expedite the process and ditto for the Background Clearance process? We are aware of the timeframe it takes to get someone credentialed. Our HR staffing will work to the best of their ability to credential the staffing required for the MRI mobile. Please define "appropriate screening devices: page 7. Ferro-magnetic wand, around the door entering into zone 4. MRI Compatible AED devices are not available. Compatible is preferable but an AED in Zone 3 is acceptable. Please provide the CTVHCS Medical Staff Bylaws re page 12 Above? There is only a small part of this that applies to Contractors; which deals with Patients' Rights. Information will be provided to Contractor Staff doing onboarding. Page 14... end of day log.. MRI techs do not provide "diagnostic information" please clarify? We are looking at the daily schedule to see which patients no showed for their exam so we can take care of the administrative component. It is asked that the MRI Tech close the loop daily so we can discontinue orders appropriately. Also, any issues with patients scanned which will result in a complaint, problem or something we need to resolve. End of contract Hard drive media sanitization: please confirm which option the VA ISO will accept. If the system stays on the installation (meaning it does not leave over weekends), the hard drive will be given to the VA for sanitization and destruction at the end of the contract. If the system leaves over weekends, we will utilize a different data set so no patient information is ever on the system. To clarify: Yes that answer is true, but It is not a question of functionality, rather it is one of who is authorized to service the units. Most OEMs GE, Siemens, Philips, Toshiba will only service MRI units that they have certified. Is it a requirement that the MRI be certified by the OEM. ? The way I read into the maintenance is that an OEM trained/certified (and can produce said document) technician on that specific make and model is required to perform the maintenance and certify that it functions per the OEM s specifications when complete, not that only the manufacturer can work on the unit. If there is proprietary software/hardware on the system that only the OEM s technicians have access too, then by default, the OEM can only do the maintenance and certification. In my opinion the CT scanner can safely be serviced by non-OEM maintenance individuals, if and only when those individuals have documentation of attendance and satisfactory completion of OEM certified training (OEM certificate), and must have access to the necessary diagnostic software required to diagnose, troubleshoot and calibrate the scanner, per OEM technical recommendations. Usually software keys or software access is only granted by an OEM to individuals who have attended and satisfactorily completed the formal OEM-certified training classes. However, GE and Philips (for example) both have had legal multi-vendor service offerings, in which they could guarantee that whoever worked on the unit under their contract would be factory certified. That could be someone who was their own employee, who had the right version certification up-to-date, and had been hired away from the OEM at some point, and was now working for them; OR it could be the OEM s employee (brought in under a subcontract), to perform only the immediate maintenance required (in which case, it was just an accounting gamble, whether they would make a profit). The reason these large global multinational corporations have to offer such legitimate multi-vendor service, is because a given hospital may have 3 scanners from one OEM, and only one from another (in which case, they may only want to go through the trouble of awarding only one contract to cover all the brands they have). So, in conclusion, if an independent business or a competitor company (not the OEM) wants to bid on the service contract for the maintenance of a CT scanner, I would say they are duty-bound to produce their employee individuals applicable OEM certificates up front, before they are awarded a service contract. These should be unambiguous and verifiable by a COR. And, the same company should have to ensure that only those individuals will be present to perform and document the work required when the time comes (only those who have provided OEM certificates demonstrating that they have received the appropriate factory-approved technical service training). Is a Business Associate Agreement, (BAA) required in Statement of Work it says may be required; but in SF1449 Solicitation document it has a BAA? Yes, A BAA is required with the Business who is awarded Contract in response to this solicitation.
