- Need: A system of Data Loggers with software with the ability to conduct ISO 17025 Calibrations and various validation studies in various scientific instruments and systems to include 132°C Autoclaves, -75°C Freezers, Lyophilizers, fermenters, liquids, vacuums, pressure, and other extreme environments. The Loggers will be exposed to harsh decontamination protocols and able to withstand and operate repeatedly in severe environments. Combined Synopsis/Solicitation (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. Federal Acquisition Regulation (FAR) Subpart 13.5 authorizes the use of simplified procedures for this acquisition. This announcement constitutes the only solicitation; quotations are being requested and a separate written request for quotation will not be issued. This combined synopsis/solicitation will result in one, fixed-priced purchase order. (ii) The reference number is __AG-6395-S-17-0176A__ and the solicitation is issued as a request for quotation (RFQ). (iii) The provisions and clauses incorporated into this solicitation document are those in effect at the time of publication. Provisions and clauses incorporated by reference have the same force and effect as if they were given in full text. The full text of the Federal Acquisition Regulation (FAR) and Agriculture Federal Acquisition Regulations supplement (AGARs) can be accessed on the Internet at http://www.acquisition.gov/far and http://www.usda.gov/procurement/policy/agar.html. (iv) It is anticipated that one contract will be awarded. This is a small business set-aside procurement. The associated NAICS code for this effort is _334513__ and small business size standard is _750 employees_. (v) This requirement consists of _2_ contract line items for Complete Custom Data Logger Set and shipping. (vi) Delivery and acceptance of deliverables will be FOB destination. (vii) The provision at 52.212-1, Instructions to Offerors - Commercial, applies to this solicitation. (viii) The provision at 52.212-2, Evaluation - Commercial Items, applies to this solicitation. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (i) technical acceptability of the item offered to meet the Government requirement; (ii) delivery; (iii) price; (iv) past performance. Technical acceptability, delivery, and past performance, when combined, are equally important when compared to price. Additional guidance on price and past performance is provided under provision 52.212-1. (ix) The clause at 52.212-4, Contract Terms and Conditions - Commercial Items, and the clauses at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items, (checked in the solicitation Addendum) apply to this acquisition. (x) Additional solicitation clauses and provisions identified in the attached solicitation Addendum are considered applicable to this acquisition. (xiv) Quotations are due to the Contracting Officer via EMAIL no later than 5:00 pm Eastern Time on Tuesday, _September 26, 2017_. (xv) The assigned Contract Officer is Latisha Hollman.
