- The Department of Justice, Justice Management Division, Antitrust Division (ATR), intends to procure on a sole basis from SearchBlox Software, Inc. the following: 1-SearchBlox Enterprise Search Server Perpetual license for Production, 24x7 Premium support Level for Year 1; 1- SearchBlox Enterprise Search Server Perpetual license for Development Basic Level Support Level (Monday-Friday 9am-6pm ET) of Support for Year 1; and Professional Services for software installation, configuration, and security integration with target resources/repositories for the period October 1, 2017 through September 30, 2018. Brand name justification: ATR's current search system Google Search Appliance (GSA\ is scheduled to reach its 'end of life' on 9/30/2018 and Google has announced that it is no longer providing support for this system. Extensive market research was performed of the most popular, COTS, enterprise search solutions available in the marketplace. Some of the large companies like Attivio, Lexmark, and Coveo offered search systems that went well beyond ATR's current search capabilities. Other companies offered similar services as those offered by the GSA, at varying price ranges. The ranges include $40K to $350K for a two-year, license subscription period. After vendor meetings, product presentations, white paper reviews, and in-house presentations to ATR stakeholders, and a 6-month - 1 year market research it was concluded that SearcbBlox was best valued product capable of meeting the Antitrust Division's search requirements as well as the lowest priced product. This requirement will be procured in accordance with FAR Subpart 12.6, Subpart 13.106 and Subpart 13.5 as supplemented with additional information included in this notice. The following FAR clause(s) are hereby incorporated by reference as part of this requirement: 52.212-3 Offeror Representations and Certifications - Commercial Items, 52.212-4, Contract Terms and Conditions-Commercial Items, 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders--Commercial Items, 52.232-18 Availability of Funds, and 52.217-9 Option to Extend the Term of the Contract. All referenced FAR clauses may found at https://www.acquisition.gov/browsefar. Also see attached DOJ Security Requirements. The software to be provided under this synopsis must comply with the following Section 508 Accessibility Standards: 1194.21 Software Applications; 1194.22 Web-based Intranet and Internet Information and Applications; 1194.31 Functional performance criteria; and 1194.41 Information, documentation, and support (see http://www.section508.gov). Due to the proprietary nature of this product, SearchBlox Software, Inc. has been found to be the only known source to provide this software. Interested parties must submit a written proposal detailing product information that demonstrates ability to meet this requirement. Quotes are to be sent to Michele B.
