58-- Radios, ALL BAND PORTABLE RADIOS Solicitation Number : W912K6-17-Q-0100 Notice type : Combine Synopsis/Solicitation Response Date : September 28, 2017, 10:00 AM EST Set Aside: Unrestricted Classification Code: 58 - Communication, Detection, and Coherent Radiation Equipment NAICS Code : 334220- Radio and Television Broadcasting and Wireless Communications Equipment Manufacturing Subject: The scope of this project is for procurement of 23 Portable Interoperability Radios for the Maryland Army National Guard (MDARNG). Purpose: Maryland Army National Guard proposes to enter into a Firm-fixed Price contract to procure 23 Portable Interoperability Radios. Synopsis: "PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE ISSUED." This is a combined synopsis/solicitation for commercial items prepared in accordance with the format prescribed in the Federal Acquisition Regulations (FAR) subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation W912K6-17-Q-0100 is issued as a request for quotation (RFQ). The results of this requirement will be a Firm-Fixed priced (FFP) contract. The right to make an award is reserved in the event it is advantageous to the Government to do so. This RFQ incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-95. The associated North American Industrial Classification System (NAICS) code for this procurement is 334220 with small business size standard of 750 employees. This requirement will be awarded on an all or none basis as a commercial item Fixed Price purchase order under procedures on FAR Parts 12 and 13. Offer/Bid must be valid for 30 days. New Equipment ONLY, NO remanufactured or "gray market" items. All items must be covered by the required manufacturer's warranty. The Contractor shall extend to the Government full coverage under a normal commercial warranty. Acceptance of the warranty does not waive the Government rights with regard to the other terms and conditions of this contract. The Warranty Period shall begin upon final acceptance of all items provided to the Government by the Contractor. Operate in Analog and Project 25 (P25) b. All portable transceiver radios can operate in four RF bands VHF (Tx 136-174, Rx136-174) / UHF (Tx 380-470, Tx 450-520, Rx380-520) / 700 (Tx 764-776, Tx 794-806, Rx764-776) / 800 (Tx 806-825, Tx 851-870, Rx 851-870) MHz frequency with one all-band antenna c. Channel Spacing 12.5 kHz d. Capable of holding all National Interoperability Field Operations Guide (NIFOG) frequencies in portable radio e. All portable radios will have the capability to select and program at a minimum three different zones via a selector switch on top of the portable radio with 16-position rotary f. Vehicular mount drop (XTVA) for portable radios with capability to charge LiLON battery and connect to a singular external vehicular mount antenna covering VHF/UHF/700/800 MHz frequencies (UCS and ADVON vehicles) g. Vehicle amplifiers (UCS and ADVON) for all four frequency bands with high power output of at least 30 watts h. Eight (8) six bank radio chargers and of the eight (8) six bank radio chargers three (3) will have the LED screen output. Eight (8) single radio chargers. i. Capability for feature set upgrade for Enhanced SmartZone and Type II SmartNet Trunking Operation j. Ability to communicate on legacy 3600 baud as well as the current standard of 9600 baud systems k. Over the Air Provisioning/programming (OTAP) without directly connecting any equipment to the receiving radio v. Enhanced Project 25 (P25) Over the Air Rekeying (OTAR) with Multi-Key capability re-keyed by digital data over the RF links w. Capability to be programed via a P25 Hardware Advanced System Key (ASK) x. Wi-Fi (802.11b/g/n) programmable and Long-Term Evolution (LTE) connectivity y. Li-Ion based battery for portable radio with equal to or greater than 3000 mAh capacity weight no greater than 11.43 oz. which is intrinsically safe and drop-resistant (23 CST team portable Interoperability Radios) z. Capable to hold and perform voice announcement ee.
