- This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in FAR Subpart 12.6, using Simplified Acquisition Procedures found at FAR Part 13, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation SHALL be posted on both FEDBIZOPPS and NECO (http://www.neco.navy.mil/). The Solicitation number, N0018917QZ552. The proposed contract action is for commercial items, in accordance with the Requirements Statement. The NAICS code is 238210 and the Small Business Standard is $15M. This solicitation documents and incorporates provisions and clauses in effect through FAC 2005-82 and DFARS Change Notice 20150602. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The clauses may be accessed in full text at these addresses: www.acqnet.gov/far and http://www.acq.osd.mil/dpap/dfars/index.htm. The NAVSUP FLC Norfolk Philadelphia Office intends to solicit for maintenance services of switch gears for US Naval Observatory. This action will result in a firm fixed-price (FFP) purchase order. The awarded contract for the above requirement is for commercial services for which the Government will be solicited under full and open competition. The Requirements Statement is as follows: SOW for Switch Gear Annual service of switchgear includes: Current certification from GE to insure proper repairs and parts are used. No testing of breakers during typical maintenance. All connections to be Thermal Scanned with recordable equipment. Mechanical Inspection - Visually Inspect switchgear for damage Test keyed interlock systems for proper function Verify breakers trip and reset Tighten bus bar connections and/or verify connections with a millivolt drop test (where permitted) Inspect for proper grounding Electrical Inspection- Test all lights and fuses Verify all meters and displays are functional Verify all interface panels are functional Check all pre-alarms and shut down functions Verify and set generator voltage and frequency Electrically operate breakers Verify operation of protective relays Annual Service of Switch Gear o Using a thermal imager “ review all breakers and connections o Verify proper torque on all connections and lugs o Clean and secure cabinets Upgrade Current Switch Gear o Obtain Arcflash certification in accordance with OSHA regulations and NFPA 70E for Building 83 switchgear Arc study will entail all breakers to be tested and trip setting verified for each. Any details for updating to meet current codes or safety concerns will be addressed during study. Switchgear is currently equipment with source selection switch and Tie switching capabilities. The Switchgear is obsolete, limited parts are scarce and the manufacture no longer supports this equipment (GE). This switchgear may not meet 2017 codes. - This will be determined by the study.
