Description
SOW DIGESTPRO MSI AUTOMATED DIGESTION SYSTEM THIS IS A NOTICE OF INTENT AND NOT A REQUEST FOR QUOTATION; A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND QUOTATIONS WILL NOT BE REQUESTED. The National Institute of Environmental Health Sciences (NIEHS), located in Research Triangle Park, North Carolina, intends to negotiate on a sole source basis with Intavis Incorporated to purchase a DigestPro MSi Automated Digestion System to support the Mass Spectrometry Research and Support Group (MSRSG) of the Epigenetic and Stem Cell Biology Laboratory (ESCBL). This acquisition is conducted under the authority of the Federal Acquisition Regulations (FAR) Subpart 13.106-1 (b) Soliciting from a single source, only one responsible source and no other supplies or services will satisfy agency requirements in conjunction with FAR Part 12, Acquisition of Commercial Items. The FAR as supplemented by the Health and Human Services Acquisition Regulation (HHSAR) will be used to evaluate the quote and award this requirement. The North American Industry Classification System (NAICS) code for this requirement is 334516 "Analytical Laboratory Instrument Manufacturing" and has a size standard of 1,000 employees. The mission of the NIEHS is to discover how the environment affects people in order to promote healthier lives. Neurobiology is an integral part of environmental health sciences. Disruption of brain development and function produces life-long effects on human cognitive potential. The Branches & Laboratories at NIEHS fall under the Intramural Research Division (IRD) and the National Toxicology Program (NTP). The MSRSG falls under the ESCBL which falls under the IRD. The ESCBL investigates fundamental mechanisms by which epigenetics - non-genetic modulation and alterations - influences chromatin architecture, transcription and gene expression in normal, cancer and embryonic stem cells and provides insights into biological processes that modulate the effects of environmental exposures. The MSRSG is in need of a DigestPro MSi Automated Digestion System which offers full automated digestion, cleanup, and MALDI target spotting. The system is required for the performance of In-Gel digestion in a sliding rack with heating up to 80 degrees and the ability to cool the elution rack as well. Customizable In-solution digestion racks and customized rack for tips used for desalting and peptide cleanup are also needed. The system shall have the ability to perform sample spotting onto MALDI target plates. The system must offer the capabilities and features described in Attachment I - Statement of Work (SOW). This notice of intent is NOT a request for competitive proposals; however, all responses received within two (2) days from the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely with the discretion of the Government. Information received will normally be considered for the purpose of determining whether to conduct a competitive procurement. If no affirmative responses are received within two (2) days of this notice to determine whether a qualified source is more advantageous to the Government, the order will be issued to Intavis Incorporated. There is no solicitation package available. The Contracting Officer for this requirement is Ms. Onyenauché Washington.
