- SPECIAL NOTICE INTENT TO SOLE SOURCE Department of Veterans Affairs, Sierra Pacific Network Contracting Office (NCO 21), intends to negotiate a short-term sole source contract with Operation Dignity, Inc. This procurement is being conducted in accordance with FAR 13.501 in accordance with 41 U. S.C. 1901 only one responsible source and no other supplies or services will satisfy the agency requirements. The contract will be firm-fixed-price, and the NAICS Code is 623220. In accordance with 358 U.S.C. 1730 the Department of Veterans Affairs requires the contractor to provide the VA Northern California Health Care System with residential treatment for veterans suffering with mental health disease as well as substance abuse problems in accordance with the Performance Work Statement (PWS) in Oakland, California. This service is under the authority of 38 U.S.C. 2032 in conjunction with work therapy under 38 U.S.C. 1718. The program uses contracted residential services, including case management services, and therapeutic transitional housing to homeless Veterans. The program is designed to provide temporary housing and have case managers engage with the Veterans to assist the transition to permanent housing options. As a part of the service, the facility must provide safe, secure housing including laundry and restrooms, three nutritious meals per day, case management and care coordination services, vocational services, benefits services, enhancement of independent living skills, permanent housing search support, support for mental health stabilization, and substance use disorder treatments. This service is for approximately 20 beds per night and is to begin October 1, 2017, and the facility in which the Veterans will reside must have already been inspected by the VA s multi-disciplinary team for the National Fire Prevention Association s Life Safety Code, Americans with Disabilities Act, and state health and sanitation codes. Interested vendors must provide evidence of a successful facility inspection by the VA s multi-disciplinary team within the last 12 months. This Notice of Intent is not a request for competitive proposals. A solicitation is attached to this notice. If a firm believes it can meet the requirements it must furnish information about its products and services, as well as references from other customers who are using these products and service, to the Contracting Officer no later than 11:00AM PST, September 21, 2017. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the above requirements. Information must be sent to the Contracting Officer, Felicia A. DeMita at Felicia.demita@va.gov. Verbal responses will not be considered. Responses received will be evaluated however; a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, the Contracting Officer will proceed with the sole source negotiation with Operation Dignity, Inc.
