- Certified Quality Engineer Justification Amendment Certified Quality Engineer Justification The Defense Contract Management Agency (DCMA) Procurement Center, located at 3901 Adams Avenue, Fort Lee, Virginia, intends to award a sole source contract to Quality Council of Indiana, West Terre Haute, Indiana, for the purchase of Certified Quality Engineer (CQE)/Certified Quality Technician (CQT) primers, solutions text, and electronic examinations. This requirement is classified under North America Industry Classification System (NAICS) 511120 with a size standard of 1000 employees. The Product or Service Code (PSC) is 7610 and the period of performance will be September 30, 2017 through September 29, 2018. This is a sole source notice published for informational purposes only. The Government intends to solicit and negotiate with only one source under the authority of 41 U.S.C. 1901 as prescribed in FAR 13.501(a) Sole Source. A justification to not compete this acquisition has been properly executed and included with this notice. The justification addresses the requirements of FAR 5.207(c)(15), reason for lack of competition. Please note that this is not a request for competitive proposals or quotes. Responsible sources may submit a capability statement or quotation, which shall be considered by the agency. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government for the requirement identified above. Information received in response to such notice is normally considered for the purpose of determining whether to conduct a competitive procurement; however, a determination by the Government to not compete this requirement is solely within the discretion of the Government.
