- The United States District Court is seeking a construction contractor to furnish all labor, tools, materials, equipment, and supervision for construction services for the renovation of existing judges' chamber space, Chamber 1376, located in the Earle Cabell Federal Building, 1100 Commerce Street, Dallas, Texas. The firm must be a General Construction firm under the specified NAICS and size standard identified below. The existing chambers are to be completely demolished. There shall be (2) new private judge's chambers each with the following support spaces: Senior judge's chambers, judge's powder room with small coat closet, (2) law clerk offices, (1) break room, (1) conference room (shared space), (1) print/supply room (shared space). All wall assemblies, lay‐in ceilings, doors, bookcases, cabinetry, paneling, plumbing, lighting, carpet and furniture shall be removed. Wall mounted A/C units shall remain and the metal housings shall be repainted. Supply grilles shall be removed and re‐finished. The new judges' chambers shall receive new carpet tile, full height walls, wood paneling, built in book cases and a new 2x4 lay‐in ceiling with lighting. THIS PROCUREMENT IS SET ASIDE FOR AWARD TO SDVOSB FIRMS. OFFERS FROM OTHER BUSINESSES INCLUDING LARGE BUSINESSES WILL NOT BE CONSIDERED. Location of the Work: Earle Cabell Federal Building located at 1100 Commerce, Dallas, Texas, 75242 Magnitude of Construction: In accordance with FAR 36.206, disclosure of the magnitude of construction projects, the construction cost of magnitude is between $500,000.00 and $1,000,000.00. NAICS: 236220, Commercial and Institutional Building Construction Small Business Size Standard: $35.5 Million Tentative Dates: The solicitation will be issued on or about 29 September 2017. This solicitation will be restricted to Service Disabled Veteran Owned Small Business (SDVOSB) firms. The proposal due date will be on or about 31 October 2017. The date for a pre-proposal conference will be established and posted as part of the Solicitation package. Attendance at this conference is vital to the preparation of a competitive and cost effective proposal and to understanding the total result desired by the Government. Failure to attend this meeting may not be used as an excuse for omissions and miscalculations in offers. Award is anticipated to be on or about 5 January 2018. The Period of Performance is 410 calendar days after notice to proceed. Procedures for Award: A solicitation will be issued requesting both written technical and price proposals. Award will be made using the tradeoff process. The Government will make award to the responsible offeror whose offer conforms to the solicitation and is most advantageous to the Government, technical factors and total evaluated price considered. The evaluation factors include: (1) Experience on Similar Projects (2) Past Performance of the Offeror For this solicitation, all evaluation factors other than cost or price, when combined, are significantly more important than cost or price. The Government intends to award without discussions but reserves the right to hold discussions if determined necessary. Plan Availability: The solicitation will be available for electronic download at no charge from the Federal Business Opportunities website at www.fbo.gov. Amendments to Solicitation: It is the offeror's responsibility to monitor www.fbo.gov for the release of any amendments. Bonding: A bid bond is required as well as payment and performance bonds. Security: Before employees are allowed to work under the anticipated contract, all personnel are required to pass a security check. Specific security requirements will be contained in the solicitation. Eligible Offerors: All responsible Service Disabled Veteran Owned Small Business (SDVOSB) firms may submit a proposal which shall be considered by the agency. All prospective offerors are also required to use the System for Award Management www.sam.gov for registering their firm and completing representations and certifications.
