- The Veteran s Administration (VA) Office of Research and Development, Service Area Office East in Pittsburgh, PA intends to negotiate on a sole source basis with George Washington University Center for Genomic Epidemiology based in Washington D.C. The requirement is to provide research assistance for planned VA medical studies. The planned studies focus on understanding the relationship between certain hypothesized determinants of E. coli ST131-H30 gut colonization including specifically (i) the composition of the gut bacterial community ("microbiota"), (ii) the composition of the gut E. coli population, and (iii) specific genetic characteristics of selected colonizing E. coli strains with presence, persistence, and loss of ST131-H30 as a gut colonizer. The planned studies follow preliminary studies based on the same subject. The specific work to be performed includes: Receipt, cataloging, and storage of primary specimens (i.e., fecal samples and individual E. coli isolates) submitted by the PI's laboratory. Processing of the specimens to extract DNA, with appropriate quality checks. Amplification and sequencing of the extracted DNA using methods appropriate for the total bacterial community, the total E. coli population, or a single strain, as appropriate for the particular specimen. Quality checks and cleaning of the resulting DNA sequences. Advanced bioinformatics analysis of the DNA sequences using algorithms appropriate for the specific question. Preparation and submission of results summaries. Participation in manuscript preparation. The requirement will take place at a VA facility Minneapolis, Minnesota. The sole source is pursuant to FAR 6.302-1 Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. This notice of intent is not a request for competitive proposals, however; any responsible source who believes it is capable of meeting the requirement may submit a capability statement and supporting documentation to the contracting office no later than Tuesday, Sept 19, 2017, (10:00 AM, EST). A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government.
